A single topic partition may cause data skew and hotspot issues when traffic is highly concurrent. 
To improve service stability, the following limit is imposed on the minimum number of topic partitions.
ApsaraMQ for Kafka Instance（Subscription、Pay-as-you-go）Topic Storage Engine is Cloud Storage: The minimum value is 2.
ApsaraMQ for Kafka Instance（Subscription、Pay-as-you-go）Topic Storage Engine is Local Storage: The minimum value is 1.
ApsaraMQ for Kafka Instance（Serverless）Topic Storage Engine is Cloud-native Storage: The minimum value is 1.
