Should i Register for IPC?

Hi,


Currently I'm thinking of putting a game server that hosted in Nodejs in AlibabaCloud to China. Do i need to apply for IPC in this case?
I do have an domain name for that.

if I only use the Server for game purpose and not a website, Do i still need to register for IPC?
Or does it means as long as I do have 1 domain name, I'll need to register for IPC?

If you use Chinese domain name to transfer the information from China Mainland server, you do need to apply the ICP. Thank you!

I see Alibaba has datacenters in singapore, hong kong, etc. Do we need ICP if we operate in those coutries?
