[Others]I cannot create instance with "pay-as-you-go".

Hello, I am university student in Korea. I am doing graduation work about alibaba
cloud API.

This work's first goal is to make virtual machine by API
requesting, but even though I set computer specification variously, I am
always responsed same message, "OperationDenied - The specified region
is in resource control, please try later."

Also, when I try to purchase
Pay-As-You-Go instance in web page for creating instance, 'Add To Cart'
and 'Buy Now' are not activated as orange color. It's color is always
gray.

How can I buy Pay-As-You-Go instance and create Pay-As-You-Go
instance using API? Please answer to solve this problem. thanks.
