When you disable a quota template, it no longer automatically submits quota increase requests for new members that are added to your resource directory.
Procedure
Log on to the Quota Center console.
In the navigation pane on the left, click Quota Templates.
On the Quota Templates page, click Disable Quota Template.
In the Disable Quota Template dialog box, click OK.
