Edge Load Balancer (ELB) instances are internal-facing by default. To forward requests from the internet, associate an elastic IP address (EIP) with an ELB instance.
Prerequisites
Before you begin, ensure that you have:

An EIP created. For details, see Create and manage edge EIPs
After you associate an EIP with an ELB instance, internet traffic fees apply. For billing details, see Billing.
Associate an EIP with an ELB instance
Associating an EIP temporarily interrupts the service running on the ELB instance. Before proceeding, we recommend that you perform this operation during off-peak hours or switch your service to another ELB instance first.

Log on to the ENS console.

In the left-side navigation pane, choose Edge Load Balancer > Classic Load Balancer.

On the ELB Instance page, find the ELB instance that you want to manage and choose
> Associate Public IP Address. -
On the Associate Public IP Address page, select the EIP.

Click OK.
