Chat App Message Service:Chat App Message Service pricing

Chat App Message Service supports two billing methods: resource plans and pay-as-you-go. Costs are based on the message type and the destination country or region.

Billing methods

Chat App Message Service offers the following billing methods:

  • Pay-as-you-go: You are billed for your actual usage. To use the pay-as-you-go billing method, contact your account manager for details.

  • Resource plan: You purchase points in advance. When you use the service, points from your resource plan are deducted first. Once the points are depleted, you must purchase a new plan.

  • You cannot use a resource plan if your account has an overdue payment. Remaining points are non-refundable, and the validity period cannot be extended.

  • Resource plans are valid for 12 months from the purchase date. Unused points expire at the end of the validity period.

Billing overview

The total cost includes the Chat App service fee and the WhatsApp message fee.

  • Free channels — Facebook Messenger, Instagram DMs, Telegram, and LINE messages are currently free of message fees and Chat App service fees. A service fee takes effect on September 1, 2026. For details, see Notice on Service Fee Adjustment for Free Channels of Chat App Service (April 22, 2026).

  • Service fee exemptions — No Chat App service fee applies to SMS and email. Check message fees in the respective product console (Short Message Service or Direct Mail).

  • Billing policy changes — We will notify you in advance of any changes to the billing policy.

  • Hyphens in pricing tables — In the pricing tables, a hyphen (-) means that the country or region does not support the message type.

Resource plans

To send messages using Chat App Message Service, you must first purchase a resource plan.

Resource plan types and offset order

Chat App Message Service currently provides two types of resource plans:

  • Chat App resource plan: Offsets both the message fees and the service fees incurred by the WhatsApp channel, and the service fees incurred by the Messenger, Instagram, Telegram, and LINE channels.

  • Chat App service fee resource plan: Offsets only the service fees incurred by the WhatsApp, Messenger, Instagram, Telegram, and LINE channels. It does not offset message fees.

You can purchase both types of resource plans. If you hold both at the same time, service fees are offset from the Chat App service fee resource plan first. After the balance of the Chat App service fee resource plan is used up, the Chat App resource plan automatically continues offsetting service fees.

Note

Messenger, Instagram, Telegram, and LINE do not currently incur message fees.

Service fee

The Chat App service fee is a flat rate, regardless of the country or region. Each message and each service session in a service conversation consumes 50 points.

WhatsApp message fee

The point cost varies by the destination country or region and the message type (1 point = 0.0001 USD)).

Marketing messages have higher rates than other message types. Plan your messaging budget based on your business scenario.

Billing example

Example: When paying with a resource plan, a marketing message to a user in Malaysia costs 860 points plus a 50-point Chat App service fee, for a total deduction of 910 points (860 + 50).

Pay-as-you-go

Service fee

The Chat App service fee is a flat USD 0.005 per message or session, regardless of the destination country or region.

WhatsApp message fee

The WhatsApp message fee varies by the destination country or region and the message type. The standard rates are listed in the following table.

Marketing messages have higher rates than other message types. Plan your messaging budget based on your business scenario.

Billing example: Sending a marketing message to a user in Malaysia costs USD 0.091. This cost includes a list price of USD 0.086 per message and a Chat App service fee of USD 0.005 per message (USD 0.086 + USD 0.005 = USD 0.091).

WhatsApp tiered pricing table

Viber message fees

Viber messages support only pay-as-you-go billing.

Viber message fees vary by the destination country or region and the message type. When a business sends messages from its Viber Service ID to a country or region outside its country of registration, the international message rate applies. This rate is the same for all message types.

The monthly fee for a Viber Service ID is 197 USD, regardless of the country or region. You are charged the higher of 197 USD or your actual monthly message fees. The monthly fee is waived for the activation month, and billing begins the following month.

For messages sent to Russia, Belarus, and Ukraine, only approved template messages are supported. To use these templates, you must apply to create a template and have it approved by Viber. If you send any messages other than approved templates to these destinations, you are charged at the marketing message rate.

  • If your business operates in a special industry, such as micro-loans, lending, gambling, or betting, contact your account manager to confirm pricing.

  • You are responsible for ensuring that your message content is legal. Sending prohibited content may lead to Viber suspending your account or charging penalty fees. Prohibited content includes, but is not limited to, the following:

    • Content that violates any rights, including third-party intellectual property rights.

    • Content that is abusive, discriminatory, or harassing.

    • Content that is illegal under any applicable laws or regulations.

    • Content that contains or transmits viruses, worms, defects, Trojan horses, or any other malicious code.

FAQ

Q: Are you charged when a WhatsApp message fails to deliver, or when the recipient does not have a WhatsApp account?

A: No. You are charged only when a message is successfully delivered and a delivered receipt is returned by WhatsApp. If a message fails to send (for example, because the recipient does not have a WhatsApp account), no delivered receipt is generated and no charge is incurred.
