Chat App Message Service supports two billing models: resource plan and pay-as-you-go. This topic provides a detailed breakdown of the billing rules, pricing, and examples for each service to help you understand the cost structure and plan your budget.
1. Billing models
Chat App Message Service offers two billing models:
Pay-as-you-go: Billing is based on your actual usage. Contact your account manager to enable this model.
Resource plan: Purchase a resource plan in advance. Points from the plan are then used to pay for the service.
After the resource plan is depleted, you need to purchase a new one. To use the pay-as-you-go model, contact your account manager.
You cannot use a resource plan if your account has an overdue payment. You cannot unsubscribe from a resource plan that is in use or extend its validity period.
Resource plans are valid for 12 months from the date of purchase. Use the points within the validity period, as they will expire afterward.
2. Resource plans
To send messages using Chat App Message Service, you must purchase a resource plan.
The total cost consists of two components: the Chat App service fee and the WhatsApp message fee.
Facebook Messenger and Instagram DMs: No message fees and Chat App service fees are charged.
SMS and email messages: No Chat App service fees are charged. Refer to the respective product consoles (Short Message Service or Direct Mail) for details on message sending costs.

Chat App service fee
Chat App service fee is a flat fee, regardless of country or region. Each message or service session consumes 50 points.
WhatsApp message fee
The number of points deducted depends on the destination country or region and the message type. 1 point = 0.0001 USD.
Resource plan billing example
Sending a marketing message to a user in Malaysia costs a total of 910 points. This total includes a 860-point list price and a 50-point Chat App service fee.

The rates for Authentication and Authentication-International messages in Egypt, Malaysia, Nigeria, Pakistan, Saudi Arabia, South Africa, and the United Arab Emirates takes effect on February 1, 2025.

3. Pay-as-you-go
Chat App Message Service uses resource plans as the default billing model. If you require pay-as-you-go billing, contact your account manager to enable it.
Viber message fee
Viber messages support only the pay-as-you-go billing model.
The Monthly Fee for a Viber Service ID is waived for the activation month and begins the following month.
The international message rate applies when a business sends a message via its Viber Service ID to a country or region outside of where the business is registered. This rate is the same for all message types.
Message costs vary based on the destination country/region and message type.
Monthly Fee: A flat fee of 197 USD per month applies, regardless of country or region.
If your total message fee for the month exceeds the Monthly Fee, the Monthly Fee is waived and you are only charged for the actual Message Fee.
If your total Message Fee is less than the Monthly Fee, you are charged the full Monthly Fee.

If your business operates in a special industry such as micro-loans, lending, gambling, or betting, contact your account manager to confirm pricing.
You are responsible for the legality of message content. Sending prohibited content may lead to your account being suspended by Viber or penalty fees. This includes, but is not limited to, the following types:
Content that infringes upon any rights, including third-party intellectual property rights.
Content that may be deemed abusive, discriminatory, or harassing.
Content that is illegal under applicable laws or regulations.
Content that contains or transmits viruses, worms, defects, Trojan horses, or any other malicious code.

For messages sent to Russia, Belarus, and Ukraine, only approved template messages are supported. If you send non-template messages, such as plain text, or any unapproved template message to the three destinations, you are charged at the promotion message rate.
