Why did my website domain name fail the domain name verification?

If a domain name does not pass verification, it may be because of one or more of the following reasons:

  • The top-level domain name may not have received the MIIT approval as a top-level domain name.
    Solution: Contact your domain name registrar for solution.

  • Your domain name registrar may not have received the MIIT approval as a domain name registrar.
    Solution: Contact your domain name registrar for solution.

  • Your domain name registration has expired.
    Solution: Contact your domain name registrar to confirm the situation and renew your registration.

  • You have not completed real-name registration for your domain name.
    Solution: Complete domain name real-name registration and the real-name registration information must be consistent with the information of the ICP Filing subject.

  • You have completed real-name registration for your domain name, but it has not been recorded in MIIT system. It takes about two business days for the MIIT system recording domain name real-name registration information.
    Solution: Resubmit the ICP Filing application after you confirm that your domain name information has been recorded in MIIT system.

  • Your ICP Filing subject information is not consistent with the domain name real-name information.
    Solution: Change either one of the information.

Note: Alibaba Cloud International (alibabacloud.com) is an international registrar, so domain names registered with Alibaba Cloud International (alibabacloud.com) cannot be used in ICP Filing. Domain names registered with the Chinese site of Alibaba Cloud (aliyun.com) can be ICP filed.

The domain name was not registered with my own information. What do I do for ICP Filing?

During ICP Filing, the communications administration verifies that the domain name holder information matches the information of the ICP Filing subject or the subject administrator. If the holder of your domain name is not you or your company, you must change the domain name holder information at your domain name service provider.

How do I apply for an ICP Filing when multiple domain names direct to the same website?

If you have multiple domain names that direct to the same websites, you only have to enter one of the domain names on the first page of ICP Filing. To add the other domain names, click Add Another Domain Name on the website information entry page (only available in Chinese).

Note: Different provinces/municipalities have different rules for domain name ICP Filing. Guangxi Communications Administration and Chongqing Communications Administration allow only one domain name to be filed for one website. Other communications administrations allow 10 domain names to be filed for a website in one ICP Filing application. If you have more domain names of the website to be filed, you can add them by adding websites for ICP Filing. That means you must submit another ICP Filing application to file the other domain names.

Do I have to apply for an ICP Filing for second-level domain names?

You must obtain MIIT ICP Filings for domain names that direct to websites hosted on servers in mainland China. After a top-level domain name obtains an ICP Filing, its second-level domain names and other sub-domain names can direct to the server provider space for normal access. You do not have to obtain ICP Filings for these domain names.

  • If you have a top-level domain name with an ICP Filing, but it was not obtained through Alibaba Cloud, you must submit an ICP Filing transfer application with Alibaba Cloud for the ICP Filing information of the top-level domain name (a top-level domain name can have multiple transfer providers). For more information, see Transfer an ICP Filing.

  • According to MIIT regulations, top-level domain names that do not have an ICP Filing number cannot provide website access. If the top-level domain name has no ICP Filing number, you must first submit an ICP Filing application for the top-level domain name. After the application is approved, its second-level domain names and other sub-domain names can be accessed normally. For more information, see Guide for ICP Filing.

Can I apply for an ICP Filing for country-specific domain names and domain names not registered in mainland China?

No. Only domain names registered in mainland China can be ICP filed to the MIIT.

How do I obtain a domain name certificate?

Currently, some communications administrations require domain name certificates when applying for ICP Filing. For enterprise ICP Filings, the domain name certificate must be stamped with the company seal.

For domain names registered in mainland China, contact your domain name registrar to download the domain name certificate.

My domain name is not registered in mainland China. How do I get the domain name certificate?

If your domain name is registered with a registrar outside China, you cannot file it to the MIIT.

Note: Alibaba Cloud International (alibabacloud.com) is an international registrar, so domain names registered with Alibaba Cloud International (alibabacloud.com) cannot be used in ICP Filing. Domain names registered with the Chinese site of Alibaba Cloud (aliyun.com) can be ICP filed.

The domain name I recently purchased already has an MIIT ICP Filing number. What do I do?

If the domain name you purchased already has ICP Filing information at the MIIT and this information is not yours, this may happen because another user previously have registered the domain name and obtained an ICP Filing. Go to the Public Query page of the MIIT ICP Filing management system (www.miitbeian.gov.cn) and query your domain name information. Then, go to the website of the provincial/municipal communications administration that corresponds to the ICP Filing number and download the ICP Filing Cancellation Application Form. Use this form to cancel the domain name’s ICP Filing information offline. See the section on offline cancellation in the Cancel an ICP Filing and follow these instructions to cancel the ICP Filing. After it is canceled, you can reapply for an ICP Filing for this domain name.

The system prompts that my domain name does not support ICP Filing. What do I do?

Not all domain names are eligible for ICP Filing. ICP Filing is only provided for domain name suffixes indexed by the MIIT.

Go to the MIIT website: http://www.miit.gov.cn/n1146285/n1146352/n3054355/n3057709/n3057722/c4377447/content.html to query the domain name suffixes supported for ICP Filing.

If the suffix of the domain name you purchased does not support ICP Filing, you can direct it to a server outside the mainland China. ICP Filings are not required for websites hosted on server outside of mainland China.

In addition, some provincial/municipal communications administrations have special requirements for domain names eligible for ICP Filings. Review the ICP Filing rules for your provincial/municipal communications administration.

The system prompts that the subject information for this domain name already exists in the system. What do I do?

If at the time of application submission on the ICP Filing system, the system prompts Subject information for this domain name already exists in the system. Log on with your account and transfer the ICP Filing, this means that the domain name information you entered corresponds to an existing ICP Filing in the ICP Filing system. In this case, you must log on with the account that submitted the previous application to perform ICP Filing operations under the corresponding ICP Filing subject.
