If the IPsec-VPN feature is disabled for the VPN gateway that you create, you can directly enable the IPsec-VPN feature for the VPN gateway without the need to create a new VPN gateway.

Procedure
Log on to the VPN Gateway console.
In the top navigation bar, select the region in which the VPN gateway resides.
On the VPN Gateways page, find the VPN gateway that you want to manage and click Enable next to IPsec Disabled in the Feature Configuration column.
On the configurations page, select Enable for the IPsec-VPN parameter, read and select the Terms of Service, click Buy Now, and then complete the payment.
