Effective March 1, 2026 (UTC+8), Alibaba Cloud will transition the billing method for Internet traffic generated by IPsec-VPN connections attached to Transit Routers (TR) to Cloud Data Transfer (CDT).
Description
CDT unifies network bandwidth billing and provides a free monthly quota of 220 GB for Internet traffic. Traffic exceeding the free quota uses a tiered pricing mode. For more information about CDT billing rules and discounts, see Internet traffic.

The transition occurs in phases based on instance creation time and region.

New instances (From March 1, 2026)
Scope: IPsec-VPN connections attached to a TR created after March 1, 2026.
Target Regions: Germany, UK, Malaysia, Philippines, and Thailand.
Behavior: Internet traffic is automatically billed via CDT.
Existing instances (From April 1, 2026)
Scope: IPsec-VPN connections attached to a TR created before the effective date.
Behavior:
Automatic Migration: Alibaba Cloud will gradually upgrade instances to CDT billing by region starting April 1, 2026.
Immediate Benefit: Once upgraded, instances immediately apply the 220 GB free quota and tiered pricing.
Early Access: To switch to CDT before the automatic upgrade, contact your account manager or submit a ticket.
