Welcome to the Alibaba Cloud Billing Management OpenAPI, also known as Business Support System OpenAPI (BOA). Before you activate the BOA service, you must read the relevant specifications, rules, and procedures published by Alibaba Cloud on www.aliyun.com, in addition to the entire content of these terms of service.
Alibaba Cloud Billing Management OpenAPI Service Terms
By activating or using the Billing Management OpenAPI, you confirm that you have fully understood and agreed to all specifications, rules, procedures, and these terms of service. You may not later claim that these terms are invalid or request their revocation on the grounds that you did not read or understand them, or because you did not receive answers to your questions from Alibaba Cloud.

Contracting Parties
These terms of service are entered into by and between Alibaba Cloud Computing Ltd. ("Alibaba Cloud") and the user ("you").

Agreement Conclusion and Effectiveness
By clicking to confirm on a web page or using the Billing Management OpenAPI, you accept these terms of service and agree to all of their provisions. These terms of service take effect from the moment you confirm your acceptance or start using the service, whichever is earlier.

Transaction and Billing OpenAPI
3.1. Before using the Alibaba Cloud Billing Management OpenAPI, you must read and understand the service descriptions, technical specifications, and usage procedures on the official Alibaba Cloud website, including their potential consequences. You must follow the operational guidelines when you use the service. You are responsible for managing your own risks.
3.2. The Alibaba Cloud Billing Management OpenAPI is a basic management service provided free of charge. However, if you use other paid Alibaba Cloud services, you must pay the corresponding service fees in accordance with their respective pricing standards.
3.3. You understand and agree that while using the Billing Management OpenAPI service:
3.3.1. You must not engage in or attempt any activity that undermines network security. This includes but is not limited to phishing, hacking, online fraud, or distributing content that contains or is suspected of containing viruses, Trojan horses, or malicious code. You must not use virtual servers to conduct attacks on other websites or servers, such as scanning, sniffing attacks, ARP spoofing, or DDoS attacks.
3.3.2. You must not alter or attempt to alter the system configurations provided by Alibaba Cloud, or compromise system and network security.
3.3.3. You must not modify, translate, adapt, rent, sublicense, distribute over a network, or transfer the software or services provided by Alibaba Cloud. You must not reverse engineer, decompile, or otherwise attempt to discover the source code of the software provided by Alibaba Cloud.
3.3.4. Without prior written consent from Alibaba Cloud, you must not copy, distribute, transfer, license, or provide the Alibaba Cloud Billing Management OpenAPI to others for their use.
3.3.5. You must not use the Billing Management OpenAPI service in any way or for any purpose that violates national or local laws, regulations, industry practices, or public morals. You must not use the service in a way that harms, or may harm, the interests of Alibaba Cloud or Alibaba Group.

Limitation and Exclusion of Liability
4.1. The Alibaba Cloud Billing Management OpenAPI service has been thoroughly tested. However, Alibaba Cloud cannot guarantee that it is fully compatible with all hardware and software systems or that the service is flawless. You agree that Alibaba Cloud makes no commitments regarding service availability or reliability. Alibaba Cloud is not liable for any work you perform or results you obtain using the service. Alibaba Cloud is committed to improving service quality and will work with you to resolve any issues. If an issue arises, contact technical support. If the issue cannot be resolved, you must stop using the Alibaba Cloud Billing Management OpenAPI service.

Changes and Termination
5.1. You understand and agree that Alibaba Cloud has the right to modify, cancel, or enhance one or more features of the Billing Management OpenAPI service at its sole discretion, without your consent or prior notice. Alibaba Cloud also has the right to adjust the external name, visual interface, and other aspects of the Billing Management OpenAPI service without your consent or prior notice, and may require you to use the latest version.
5.2. If you violate any of these terms of service, or if Alibaba Cloud determines in its sole judgment that your use of the Billing Management OpenAPI is inappropriate, Alibaba Cloud has the right to suspend or terminate your use of the service at any time without notice. If your actions cause a loss to Alibaba Cloud, Alibaba Cloud reserves the right to seek compensation from you.
5.3. If your use of the Billing Management OpenAPI service results in network security incidents or behaviors, such as computer viruses, network intrusions, or attacks (including but not limited to DDoS), and these incidents harm Alibaba Cloud or affect its connectivity with the Internet, specific networks, servers, or its internal network, Alibaba Cloud reserves the right to suspend or terminate your service without notice and without incurring any obligation or liability.
5.4. Alibaba Cloud has the right to terminate these terms of service by posting an announcement on its website with 10 business days' prior notice, without incurring any obligation or liability.
5.5. After the service is terminated for any reason, Alibaba Cloud will no longer retain your data related to the Billing Management OpenAPI service.

Confidentiality
You and Alibaba Cloud are both responsible for maintaining the confidentiality of the other party's confidential information. The receiving party must not disclose confidential information to any third party, unless required by law or a government authority, or if the information is already in the public domain.

Miscellaneous
7.1. You understand and agree that while Alibaba Cloud currently provides the Billing Management OpenAPI service free of charge, it reserves the right to charge fees in the future. If fees are introduced, Alibaba Cloud will announce the new pricing policy and regulations with at least 10 calendar days' prior notice by posting an announcement on its website or sending a notification. If you continue to use the Billing Management OpenAPI, you must pay in accordance with the then-current pricing policy and comply with the then-effective terms of service.
7.2. Alibaba Cloud has the right to modify these terms of service at any time in response to changes in relevant laws and regulations, or adjustments in its business operations and strategies. The modified terms will be published on the Alibaba Cloud website (www.aliyun.com). If you do not agree with the modifications, you must stop using the Billing Management OpenAPI. Your continued use of the service constitutes your acceptance of the modified terms.
7.3. If any provision of these terms of service is, for any reason, wholly or partially invalid or unenforceable, or violates any applicable law, that provision will be deemed deleted. The remaining provisions of these terms of service will remain valid and binding.
7.4. These terms of service are governed by the laws of the People's Republic of China. In the event of a dispute arising from these terms, both parties will first attempt to resolve it through friendly negotiation. If negotiation fails, either party may file a lawsuit with the People's Court of Xihu District in Hangzhou City.
