Alibaba Cloud Short Message Service (International SMS) supports two billing models: pay-as-you-go and upfront resource plans. Rates vary by destination country or region. Choose the payment model that fits your expected sending volume and the rates of your target countries or regions.
Billing rules
SMS charges on submission. Fees apply when a message is successfully submitted, regardless of carrier delivery status (success or failure). This aligns with standard global carrier billing practices.
SMS uses real-time metering with next-month settlement:
The system records and accumulates your daily usage in real time.
Bills are settled in the T+1 month. Usage in the current month is billed and deducted on the first day of the following month.
After the deduction completes, you can immediately apply for an invoice in the console.

Standard characters (letters, digits, and common symbols): each counts as one character.
Extended characters (
| ^ € { } [ ] ~ \): each counts as two characters.For more information about GSM-7 characters, see GSM-7 characters.
NoteIf a message contains any character not listed as an extended GSM-7 character, the entire message is billed using the rules for UCS-2 encoding.
The maximum length of a single message is 160 characters. If your content exceeds the limit, it is split into multiple segments, each with up to 153 characters. Each segment is billed as a separate message.
Example: A 350-character message will be split into three segments (153 + 153 + 44) and billed as 3 messages.
Messages in other languages
(UCS-2 encoding)
Every character (such as Chinese characters, letters, symbols, and spaces) counts as 1 character.
The maximum length of a single message is 70 characters. If your content exceeds the limit, it is split into multiple segments, each with up to 67 characters. Each segment is billed as a separate message.
Example: A 150-character message will be split into three segments (67 + 67 + 16) and billed as 3 messages.
Overdue payments
When the available credit in your Alibaba Cloud account, including any coupon balance, cannot settle your pending bills, your account immediately enters the overdue state.
If your account is overdue, SMS sending is suspended immediately until you pay the outstanding amount. Keep sufficient funds in your account to avoid interrupting your business.
Bills
Log on to the International SMS console. In the left-side navigation pane, choose . View your Bills and Bill Details by month.
Resource plans
Alibaba Cloud International SMS uses upfront resource plans by default. Purchase a resource plan before you send messages.
Resource plans are non-refundable after purchase.
Resource plans are unavailable while your account is overdue. Remaining quota in a partially used plan is non-refundable.
Each resource plan is purchased for 180 days. The message quota is valid for 180 days and expires at the end of that period.
When you purchase SMS under the resource plan model, the QPS limit per user (a single Alibaba Cloud account) is 30 calls per second.
Alibaba Cloud reserves the right to adjust the standard resource plan prices online when the costs of International SMS carriers change. All price changes are announced in advance through official notices.
If a resource plan is exhausted and pay-as-you-go is enabled, sending continues until the account is suspended for an overdue balance. If pay-as-you-go is not enabled, sending stops.
You can purchase resource plans for different countries or regions:
Global Plus resource plan: Supports sending messages to more than 200 countries and regions worldwide.
Global resource plan: Does not support sending messages to the following countries or regions.

Pay-as-you-go
International SMS supports sending messages to more than 200 countries and regions worldwide. Pay-as-you-go prices each destination separately: the rate per message varies with the destination you send to.
The default billing model is resource plan. To switch to pay-as-you-go, contact sales for configuration.
When you purchase SMS under the pay-as-you-go model, the QPS limit per user (a single Alibaba Cloud account) is 2,000 calls per second.
The following table lists the latest reference rates for pay-as-you-go in each country or region. Because market conditions fluctuate, Alibaba Cloud may adjust the rates for some countries or regions at any time. All price changes are announced in advance through official notices.
