Short Message Service:China Telecom restrictions on SMS content containing URLs,IP addresses,and contact information

Dear Alibaba Cloud SMS users:

In accordance with the latest requirements from China Telecom, SMS messages sent to China Telecom mobile numbers after May 20, 2025 that include the following content will face a significantly higher risk of interception and delivery failure:

  • SMS content containing URLs (including short URLs) and IP addresses.

  • SMS content containing contact information, such as mobile numbers, landline numbers, and customer service numbers.

Solution:

To ensure successful message delivery under these new compliance policies, we strongly advise you to conduct self-inspections of existing message templates intended for the Chinese mainland and modify message content to:

  • Remove all URLs (including short URLs) and IP addresses.

  • Omit any forms of contact information.

Additionally, China Telecom has implemented nighttime SMS traffic controls. If you fail to deliver compliant SMS messages during nighttime hours, retry the delivery.
