According to the latest policies from China Unicom, new control measures are expected to be implemented starting June 30, 2025. These measures include blocking referral information (such as links and contact details) and requiring SMS templates to be filed before sending. After this date, text messages from templates that are not filed or that contain referral information are at risk of being blocked.
Solution
Alibaba Cloud has started reviewing SMS templates and will automatically submit filing requests for your recently used templates based on carrier requirements. However, be aware of the following impacts:
Following China Telecom (see Notification on China Telecom's restrictions on SMS content), China Unicom is also increasing its control over templates that contain referral information. To reduce the risk of your text messages being blocked, avoid including referral information, such as outbound links and contact information, in your SMS content.
Due to factors such as limitations in the carrier's system and policy changes, Alibaba Cloud cannot obtain template filing results from the carrier. During the implementation of these policies, if an SMS template is not approved by the carrier, it may be blocked. This will affect text messages sent to China Unicom numbers.
Alibaba Cloud will continue to monitor these policies. We recommend that you prepare your business response measures in advance.

Do all three major carriers require SMS template filing?
