Stops a specified ALB listener.
Operation description
StopListener is an asynchronous operation. After you send a request, the system returns a request ID and runs the task in the background. Call GetListenerAttribute to query the task status:

If the listener is in the Configuring state, the listener is being stopped.

If the listener is in the Stopped state, the listener is stopped.
