Enables a listener.
Operation description
StartListener is an asynchronous operation. After a request is sent, the system returns a request ID and runs the task in the background. Call GetListenerAttribute to query the status of the task.

If a listener is in the Configuring state, the listener is being enabled.

If a listener is in the Running state, the listener is enabled.
