If you use a version of SQL Server 2019 earlier than Cumulative Update (CU) 16 to create a backup file that is compressed using Transparent Data Encryption (TDE), you can restore the backup file on SQL Server 2019 CU16 or later. However, if you use SQL Server 2019 CU16 or a later minor version to create a TDE-compressed backup file, you cannot restore it on SQL Server 2019 CU15 or earlier.
