As of July 31, 2021, ApsaraDB RDS for PostgreSQL 9.4 is no longer available for purchase. Existing instances continue to receive technical support, but several operations are blocked. Upgrade to PostgreSQL 10 or later to avoid exposure to known vulnerabilities and retain full operational capabilities.

Background
The open source PostgreSQL community ended maintenance for PostgreSQL 9.4 on February 13, 2020. Running an unmaintained version exposes your database to unpatched security vulnerabilities and known stability issues.
Instances that remain on this version after July 31, 2021 receive only technical support for service-related issues — no database engine patches or new features will be provided.
Impacts
Operations no longer available for existing PostgreSQL 9.4 instances:

What remains available:
Other features continue to work for existing PostgreSQL 9.4 instances. However, the database engine receives no maintenance or new features — only technical support for service-level issues is provided.
What to do
If you have an existing PostgreSQL 9.4 instance:
Upgrade to a later major engine version as soon as possible. See Upgrade the major engine version.
Data restoration from a PostgreSQL 9.4 instance to a new RDS instance is blocked from July 31, 2021. Back up your data and complete any necessary restorations before upgrading.
If you are purchasing a new PostgreSQL instance:
Select PostgreSQL 10 or later.
