VBR-to-VPC connection is discontinued. We recommend that you use Express Connect Router (ECR). ECR is a forwarding service component for global hybrid cloud networks that provides features such as global private network interconnection, fully dynamic route-based networking, and unified route advertisement and management.
A VBR-to-VPC connection enables private communication between a VPC and a VBR.
Initiator and accepter
The two ends of a VBR-to-VPC connection are the initiator and the accepter. The initiator establishes the connection, while the accepter waits for the request. These roles only control the connection setup process. After the connection is established, the communication link is bidirectional, and both ends function identically.
For a VBR-to-VPC connection, Express Connect automatically creates both the initiator and the accepter. You do not need to manually initiate the connection. The system automatically sends a request and establishes the connection.

Connection process and states
To establish a peering connection, the initiator sends a request that the accepter must accept.

For VBR-to-VPC connections, only the initiator instance is billed; the accepter instance is not. Fees are determined by the bandwidth of the initiator instance and the distance of the connection.
Intra-region connections are free of charge.
