This FAQ answers common questions about WHOIS lookups and how to request the disclosure of non-public domain name registration data.

Background information

Effective on August 21, 2025, the ICANN Registration Data Policy replaces the previous Interim Registration Data Policy. This new policy, developed based on recommendations made by the Generic Names Supporting Organization (GNSO), allows domain registries and registrars to comply with global data protection laws. It outlines the requirements for the collection, transfer, disclosure, and retention of domain name registration data.

Why has the information in WHOIS lookups changed?

The changes are a result of ICANN's new Registration Data Policy, which took effect on August 21, 2025. This policy requires registrars and registries to adjust how they collect and display domain name registration data.

What changed in the WHOIS information display?

The main change is that public WHOIS results no longer display the following personal data:

  • Registrant name;

  • Administrative contact name;

  • Technical contact name;

  • Email address;

  • Phone number; and

  • Street address and other detailed contact information.

How do I apply for disclosure of domain registration information?

Step 1: Choose your application method

Via legal/administrative order (Recommended)

Apply to a court, public security agency, market regulation authority, or other competent body for a legally binding investigation letter to be issued to Alibaba Cloud.

Alibaba Cloud will cooperate after verifying the legal documents.

Via Alibaba Cloud's complaint channel

  • Online submission: File an infringement complaint and request information disclosure directly through the Reporting Center. Our processing team will respond via the online form within five business days.

  • Email submission: If you cannot log on to your account, please submit your request to whoisrequest@service.aliyun.com. Your email must include the following:

    • The domain name in question;

    • A clear description of your request; and

    • All required supporting documents

    Our team will reply from this email address within three business days.

Alibaba Cloud will cooperate in accordance with applicable laws and regulations once we have verified the validity of the report and confirmed that your application includes legally binding documentation.

To ensure a timely response, please prepare the complete and valid application materials outlined in the table below.

Via ICANN's Uniform Domain-Name Dispute-Resolution Policy (UDRP)

Alibaba Cloud complies with the ICANN UDRP. Disclosure of domain name registration data is part of the UDRP process.

After you file a UDRP complaint with an ICANN-approved dispute resolution provider, the assigned panel may request data directly from Alibaba Cloud if deemed necessary. You do not need to file a separate request with us.

Step 2: Prepare application materials (if applying through Alibaba Cloud's complaint channel)

Prepare clear, color scanned copies of all documents listed below based on your identity.

1. Proof of identity

Front and back of the applicant's ID card.

A valid business license or equivalent registration certificate.

2. Proof of infringement

  1. The domain name or website link in question, along with screenshots of the allegedly infringing content.

  2. The specific laws or regulations you believe have been violated.

3. Proof of rights

  1. Your trademark registration certificate, patent certificate, copyright certificate, domain name certificate, or other proof of rights.

  2. If you are not the rights holder, you must also provide a Power of Attorney signed by the rights holder (for individuals) or stamped with the official seal (for enterprises).

  1. Your organization's trademark registration certificate, patent certificate, copyright certificate, domain name certificate, or other proof of rights.

5. Additional information

  • Target domain name: The specific, active domain name registered with Alibaba Cloud that you are requesting data for.

  • Requested data: A list of the specific non-public data fields you are requesting (such as registrant name or email).

  • Applicant information: The full name and valid contact information (phone and email) of the applicant or organization.

  • Power of Attorney: If you are making the request on behalf of another party, you must provide that party's full name, their relationship to the request, and a Power of Attorney or similar document proving your authorization.

  • Detailed statement of legitimate interest: A detailed explanation of the legitimate purpose for your request and how the data will be used to uphold your rights.

  • Country/Region: Your location and any/all locations where the disclosed data may be shared.

  • The principle of good faith: By submitting this request, you declare that it is made in good faith and complies with all requirements and authorizations listed in this submission.

  1. Review and decision rights: Submitting these materials does not guarantee that non-public WHOIS data will be disclosed. Alibaba Cloud will make a determination after evaluating the materials and assumes no liability for non-disclosure, except as explicitly required by law.

  2. Principle of information reciprocity: To ensure fairness, if we approve your request and disclose the registrant's data to you, we reserve the right to provide your contact information to that registrant.

  3. Scope of disclosure: If your application is approved, the disclosed information will be limited to the current registrant's data for the specified domain name.
