By default, Data Transmission Service (DTS) only supports data synchronization within the same country or region. To synchronize data across borders — for example, from a region in the Chinese mainland to a region outside the Chinese mainland — you must apply for cross-border data synchronization permissions first.
Without these permissions, regions in other countries or regions are not selectable as a destination on the DTS buy page.
Prerequisites
Before you begin, ensure that you have:

An Alibaba Cloud account (you must use an Alibaba Cloud account to apply for cross-border permissions)

Reviewed the Alibaba Cloud International Website Privacy Policy

Confirmed that your use case complies with the data security policies of both the source and destination regions
Apply for permissions
There are two ways to apply. Use the direct method unless you are already configuring a synchronization task in the DTS console.
Apply directly (recommended)

Go to the Compliance Warranty on the Use of DTS Cross-Border Synchronization Services page.

Read and agree to the compliance warranty.

Click Submit.
The application is approved automatically. Refresh the page before proceeding.
Apply while creating a synchronization task
Use this method if you are already configuring a task in the DTS console and need to apply mid-flow.
If you are configuring a task after purchasing a DTS instance:

On the Data Synchronization page in the DTS console, click Purchase Instance to the right of Create Task to go to the buy page.

Select Data Synchronization as Function.

Below the Destination Region parameter, click Application for DTS cross-border data synchronization.

Read and agree to the compliance warranty, then click Submit.
The application is approved automatically. Refresh the page before proceeding.
If you are configuring a task before purchasing a DTS instance:

On the Data Synchronization page in the DTS console, click Create Task.
Configure the source and destination databases based on your scenario. For details, see Overview of data synchronization scenarios.

After you finish configuring the task, click Buy and Start.

In the dialog box that appears, click the link to go to the page for applying for cross-border data synchronization permissions.

Read and agree to the compliance warranty, then click Submit.
The application is approved automatically. Refresh the page before proceeding.
What's next
After you get the permissions, configure your cross-border data synchronization task:

If you applied directly: Purchase a DTS instance and configure a cross-border data synchronization task.

If you applied while configuring a task after purchasing a DTS instance: Purchase a DTS instance and complete the task configuration.

If you applied while configuring a task before purchasing a DTS instance:

On the Data Synchronization page, find the task, click Start Task, and purchase the instance as prompted.

Alternatively, create a new cross-border data synchronization task and purchase a DTS instance.
