This rule checks the tags of elastic IP addresses (EIPs). An EIP is considered compliant if its tags match the tags inherited from its associated resource for the specified tag keys. The `inheritTagKeys` parameter specifies the tag keys to inherit. To specify multiple keys, separate them with commas. An asterisk (*) indicates that all tags are inherited. If the associated resource does not exist, or if a specified tag key does not exist on the associated resource, the EIP is evaluated as "Not Applicable".
