Checks whether each Elastic Compute Service (ECS) instance has a static public IP address and uses pay-by-bandwidth as the metering method for public bandwidth. If both conditions are met, the configuration is considered compliant.

When you apply this rule, you can change the risk level based on your business requirements.
Compliance evaluation logic
- If each ECS instance has a static public IP address and the public bandwidth metering method is pay-by-bandwidth, the configuration is compliant.
- If no static public IP address is assigned to an ECS instance, or if a static public IP address is assigned but the public bandwidth metering method is pay-by-traffic, the configuration is incompliant.
