Evaluates whether each Application Load Balancer (ALB) instance has backend servers added to its listeners. An ALB instance is Compliant if its listeners have backend servers, and Not Applicable if the instance was created within the specified number of days (default: 7).

Default risk level: high.
You can change the risk level when you apply this rule.
Compliance evaluation logic

If backend servers are added to the listeners of each ALB instance, the evaluation result is Compliant.

If no backend servers are added to the listeners of an ALB instance, the evaluation result is Non-compliant.

If the creation time of an ALB instance is within the specified number of days, the evaluation result is Not Applicable. The default number of days is 7.
