Description: Global Events related Update for Querying Events in ActionTrail.
Impacts: After this update, global events can only be queried in the Singapore region(ap-southeast-1). This update does not affect the queries of non-global events. With the intention to query global events in ActionTrail, you must 1. switch the region to Singapore on the console[actiontrail.console.aliyun.com] or 2. use the endpoint of Singapore region if you intend to call API "LookupEvents".
