Problem description
The value of the qosTargetRequester parameter in the request is invalid.
Causes
You initiate a request to configure Quality of Service (QoS) but specify an invalid value for the qosTargetRequester parameter.

Solutions
The value of the request parameter qosTargetRequester cannot be an empty string and cannot exceed 1,024 characters in length. Make sure that the parameter value that you specify in the request is valid.
