When performing Internet content provider (ICP) filing, note that the filing rules and required documents may vary by province and municipality. This topic guides you through the filing process specific to Jiangsu.
Enterprises or organizations
If the ICP filing entity is an enterprise or organization, you can understand the ICP filing regulations and prepare the required materials based on the following instructions:
Filing rules
If the entity representative is the legal representative, the responsible person of the website can be the legal representative or another designated person. If the responsible person of the website is someone other than the legal representative, an authorization letter from the legal representative for the responsible person of the website is required. If the entity representative is not the legal representative, a legal representative authorization letter is required, and the responsible person of the website must be the same as that of the entity.
When filing, you need to provide the Notice of Liability for the Authenticity of Website Filing Information and the Authenticity Commitment Letter for Website Filing Information. These documents can be obtained by visiting the official website of the Jiangsu Provincial Communications Administration and scrolling down to the bottom of the page to find the download links. When uploading materials, follow the system prompts to download and upload the corresponding documents.
NoteYou need to print the Notice of Liability for the Authenticity of Website Filing Information, manually copy the last paragraph of text into the two lines at the bottom, and sign the responsible person name of the website. You do not need to affix the company seal.
After downloading the Authenticity Commitment Letter for Website Filing Information, you only need to sign your name and date; the rest of the information will be automatically generated by the system.
Starting from June 1, 2021, when performing initial filings, adding new websites (with or without an existing entity), changing access information, or modifying filings (such as changing the filing entity name or document number, entity representative information, or website responsible person information), the website responsible person must record a video of themselves reading aloud the Authenticity Commitment Letter for Website Filing Information. The specific requirements for recording the video are as follows.

Example: My name is James. I am applying for an ICP filing for my domain name example.com. I promise that the ICP filing information I provide is valid and authentic. I am responsible for the information authenticity. James. June 1, 2021.
NoteThe website responsible person does not need to hold the printed Commitment letter in hand during video recording. If the responsible person wants to read the Commitment letter, he or she must make sure that the paper does not cover the face.
If multiple domain names are involved, the responsible person can refer to the following example to state the domain names and then record the printed letter of commitment after he or she reads or dictates the content in the letter of commitment.
Example: I am applying for ICP filings for all the domain names, including example.com, listed in this Commitment letter.
Successfully filed websites must display the obtained filing number and copyright notice, with the copyright notice needing to be attributed to the filing entity. Additionally, the filing number must be hyperlinked to redirect to the Ministry of Industry and Information Technology (MIIT) website.
Enterprises can use documents such as a business license for filing.
Effective 00:00:00 on January 1, 2018, all ICP filing applications for Internet information services are subject to mandatory domain name verification.
The domain name must be valid for no less than three months.
The domain holder must match the name of the filing entity.
If the entity wants to provide forum services on the Internet information service, a permit issued by the Cyberspace Administration of China is required to apply for an ICP filing for the Internet information service.
Neither the entity representative nor the responsible person of the website can be under 18 years old to perform ICP filing.
Required documents
An electronic color photo of the original valid certificate of the enterprise or organization, such as an electronic copy of the business license.
An electronic color photo of the original valid identity document of the entity leader, such as an electronic copy of the ID card.
An electronic color photo of the original valid identity document of the Internet information service administrator, such as an electronic copy of the ID card.
If the certificate type is an ID card, make sure that it is valid for more than three months.
(Optional) Website Construction Plan: When the number of domain prefixes exceeds 30 (including 30), a website construction plan must be provided for each domain.
Facial verification of the responsible person of the website is required.
ICP filing process
You must understand all the relevant information and make preparations for the ICP filing application. For more information, see Overview. After the preparations are complete, you can log on to the Alibaba Cloud ICP Filing system by using your PC, or you can log on to the Alibaba Cloud app by using your mobile phone to apply for an ICP filing.
Modify ICP filing information
If you want to modify the entity information or Internet information service information after you have obtained an ICP filing number for your Internet information service, you can perform the operation based on the following regulations:
Enterprise ICP filings cannot be changed to individual ICP filings.
If your enterprise or organization name changes, and you need to modify the ICP filing information, take note of the following regulations:
If the new enterprise or organization is not related to the original enterprise or organization, you must cancel the original ICP filing and apply for a new one. After you cancel your ICP filing, your Internet information service cannot be accessed. We recommend that you apply for a new ICP filing at the earliest opportunity.
If the new enterprise or organization is related to the original enterprise or organization, you must provide a certificate of change issued by the administration of industry and commerce. During the information change period, the Internet information service for which you have obtained an ICP filing number is not affected and can be accessed.
Three types of certificates of changes are supported. If the ICP filing entity is an enterprise, you must apply for a certificate of change issued by the administration of industry and commerce. If the ICP filing entity is a public institution or government agency, you must provide an official letter issued by the senior department.
Add Alibaba Cloud to the ICP filing information as a service provider
You may have obtained ICP filing numbers for the entity and domain name based on another service provider, but you want to change the service provider to Alibaba Cloud or add Alibaba Cloud as a new service provider. In this case, you can add Alibaba Cloud to the ICP information based on the following regulations:
The document number of the filing entity, representative information, document address, and communication address must comply with the current rules of the provincial communications administration. These details can be changed after successful access.
The name of the filing entity must match the original ICP filing information (MIIT filing information). If not, a change certificate for the entity must be provided.
Individuals
If the ICP filing entity is an individual, you can understand the ICP filing regulations and prepare the required materials based on the following instructions:

After the Internet information service with an ICP filing is launched, the ICP filing number must be displayed in the lower part of the Internet information service pages. In addition, the ICP filing number must be linked to the ICP filing platform of the Ministry of Industry and Information Technology (MIIT).
An enterprise or organization can apply for an ICP filing only after the legal representative of the enterprise or organization reaches 16 years old. A legal representative whose age is in the range of 16 to 18 years old must provide an employment certificate or income certificate.
Effective 00:00:00 on January 1, 2018, all ICP filing applications for Internet information services are subject to mandatory domain name verification.
The domain name must be valid for no less than three months.
The name of the registrant must be consistent with that of the ICP filing entity.
If the entity wants to provide forum services on the Internet information service, a permit issued by the Cyberspace Administration of China is required to apply for an ICP filing for the Internet information service.
Required documents
(Optional) Website Construction Plan: When the number of domain prefixes exceeds 10 (including 10), a website construction plan must be provided for each domain.
An electronic copy of the original valid identity document of the individual, such as a color photo of the original ID card. If the certificate type is an ID card, make sure that it is valid for more than three months.
An electronic copy of the residence permit, which is not required in all cases. If the identity documents are not issued by authorities in the local province, autonomous region, or municipality, you must upload a residence permit.
Facial verification of the responsible person of the website is required.
ICP filing process

An individual filing cannot be changed to another individual. However, if the individual who has successfully completed the filing is the legal representative of an organization, the filing can be changed from an individual filing to an organizational filing.
Add Alibaba Cloud to the ICP filing information as a service provider
You may have obtained ICP filing numbers for the entity and domain name based on another service provider, but you want to change the service provider to Alibaba Cloud or add Alibaba Cloud as a new service provider. In this case, you can add Alibaba Cloud to the ICP information based on the following regulations:
The name of the ICP filing entity and the certificate number must be consistent with the original ICP filing information submitted to the MIIT. Otherwise, you must first modify the ICP filing information at the original service provider, or cancel the original ICP filing and apply for a new one.
The mailing address must comply with the regulations of the local communications administration. Such information can be modified after Alibaba Cloud is added to the ICP filing information as a service provider.
A successfully filed website must display the obtained filing number and hyperlink the filing number to redirect to the MIIT website.
