According to the Regulations on the Filing Administration of Non-commercial Internet Information Services, whether a website or app needs to be registered depends on the geographical location of the server. If you use a server located in the Chinese mainland, you must complete the registration on the platform of the service provider.
Usage notes
To complete the filing process on Alibaba Cloud, you must associate with or purchase a server located in the Chinese mainland:
If your website/app uses Alibaba Cloud resources located in the Chinese mainland, Alibaba Cloud, as a network access service provider, will provide filing services for you. If the cloud resources are located outside the Chinese mainland, filing is not required.
If you use servers from other vendors (such as data centers, Huawei, or Tencent), consult the corresponding vendor for filing.
Alibaba Cloud servers eligible for filing
Only the following Alibaba Cloud services support ICP filing through Alibaba Cloud ICP Filing. You need to log on to the ICP Filing console to check if the servers in your account meet the filing requirements. If you do not have a valid server, prepare one that meets the filing requirements through the purchase links in the table.

Servers and service identification numbers
A service identification number is a unique random number provided by the Alibaba Cloud ICP Filing Management System, used to identify the association between the filed website/app and the filing server.
Obtain a service identification number
First, ensure that your server meets the filing requirements. If you do not have a valid server, please purchase one promptly.

View the status and quantity of service identification numbers
Use the purchasing account to go to the Service Identification Number Management page of the ICP Filing console and view the status and quantity of service identification numbers.
The quantity of service identification numbers depends on the server type. We recommend that you check the number of free service identification numbers on the Manage Instances Available for ICP Filing page.
