Filing rules

• If an enterprise replaces its Unified Social Credit Code, it must use this code for ICP filing. If the code has not been replaced, the business license can be used instead.

• The entity for ICP filing must be the legal representative; if not, ICP filing is not allowed.

• After a successfully filed Internet information service is activated, the ICP filing number of the Internet information service must be displayed at the bottom of the webpage and linked to the Ministry of Industry and Information Technology (MIIT) filing platform.

• Starting from January 1, 2018, at 0:00, domain verification will be conducted for submitted ICP filing applications for Internet information services.

• The validity period of the domain name must be greater than or equal to three months.

• The domain holder must match the name of either the filing entity or the legal representative.

• Persons under the age of 14 are not allowed to perform ICP filing as either the filing entity or the responsible person for Internet information services.

Required documents

• A colored electronic copy of the valid identification document of the filing entity, such as an electronic version of the business license.

• A colored electronic copy of the valid identification document of the entity representative, such as an electronic version of the ID card.

• A colored electronic copy of the valid identification document of the responsible person for the Internet information service, such as an electronic version of the ID card.

• If the identification document is an ID card, please ensure that its validity period is greater than three months.

• Facial verification of the website responsible person.

ICP filing process

You must understand all the relevant information and make preparations for the ICP filing application. For more information, see Overview. After the preparations are complete, you can log on to the Alibaba Cloud ICP Filing system by using your PC, or you can log on to the Alibaba Cloud app by using your mobile phone to apply for an ICP filing.

Modify ICP filing information

If you want to modify the entity information or Internet information service information after you have obtained an ICP filing number for your Internet information service, you can perform the operation based on the following regulations:

• Enterprise ICP filings cannot be changed to individual ICP filings.

• If your enterprise name changes and you need to update your filing, you must follow these rules:

  • If the enterprises before and after the name change have no connection, you need to first cancel the existing filing and then submit a new ICP filing application.

    After cancellation, your Internet information service will become inaccessible. You MUST quickly proceed with the new filing.

  • If the enterprises before and after the name change has a connection, you need to provide a change certificate issued by the Administration for Market Regulation.

    • If your ICP filing is for a business entity, you must apply for a business change certificate.

    • If your ICP filing is for a government or public institution, you need to provide a letter from the supervisory authority.

      Note

      The process of changing information will not affect the normal use of already recorded Internet information services.

Add Alibaba Cloud to the ICP filing information as a service provider

You may have obtained ICP filing numbers for the entity and domain name based on another service provider, but you want to change the service provider to Alibaba Cloud or add Alibaba Cloud as a new service provider. In this case, you can add Alibaba Cloud to the ICP information based on the following regulations:

• The document number of the filing entity, representative information, document address, and communication address must comply with the current rules of the provincial communications administration. These details can be changed after successful access.

• The entity name must be consistent with the original ICP filing information (as recorded with the MIIT). If not, you must first update or cancel the existing filing with the original service provider before reapplying for a new ICP filing.

Filing rules

• Chinese citizens must use their ID card for ICP filing; IDs from outside the province cannot be used for individual ICP filings.

• Individuals under the age of 18 are not allowed to perform ICP filing

• Electronic copies of valid personal identification documents, such as a colored photo of the original ID card. If the identification document is an ID card, please ensure that its validity period is greater than three months.

• Facial verification of the website responsible person.

You may have obtained ICP filing numbers for the entity and domain name based on another service provider, but you want to change the service provider to Alibaba Cloud or add Alibaba Cloud as a new service provider. In this case, you can add Alibaba Cloud to the ICP information based on the following regulations:

• The entity name and identification document must be consistent with the original ICP filing information (as recorded with the MIIT). If not, you must first update or cancel the existing filing with the original service provider before reapplying for a new ICP filing.

• The communication address must comply with the current rules of the provincial communications administration. The address can be changed after successful access.
