ICP Filing:(Optional) Authorize another Alibaba Cloud account for ICP filing

When the Alibaba Cloud account used to purchase the server differs from the Alibaba Cloud account used for Internet Content Provider (ICP) filing, the purchasing account can authorize the corresponding service identification number to the filing account. This ensures that the actual filing account can complete the ICP filing process normally.

Usage notes

Important

This topic is applicable to scenarios where the purchasing account differs from the filing account. If the server is provided by a third-party agent, please consult the agent about how to obtain the service identification number.

If an enterprise-authenticated account (Account A) has a cloud server meeting the ICP filing requirements, it can authorize another Alibaba Cloud account (Account B) to use the service identification number for ICP filing purposes. However, to complete the authorization, the two accounts have some limitations.

  • Requirements for the authorizer (Account A):

    • Account type: Enterprise-authenticated accounts (excluding individual businesses).

    • Resource conditions: Cloud servers meeting ICP filing requirements (such as a subscription ECS instance with public bandwidth and a subscription duration no less than 3 months). To search for a server eligible for filing, go to the Manage Instances Available for ICP Filing page of the ICP Filing console.

    • Authorization limits: Each purchasing account can authorize up to 10 filing accounts to use its service identification numbers within a calendar year. The total number of authorizations has no limit.

  • Requirements for the authorized party (Account B):

    • Account type: Enterprise-authenticated accounts and individually authenticated accounts are both feasible.

    • Authorization limits: Each filing account can receive service identification numbers from up to 3 different purchasing accounts within a calendar year. The total number of authorizations has no limit.

Authorization methods

Use the purchasing account to go to the Manage Instances Available for ICP Filing page of the ICP Filing console and check whether the free filings have been used up.

  • Authorize through the server: This method is applicable to scenarios where the free filings have not yet been used up. The purchasing account can give the service identification number to the filing account.

  • Authorize through the service identification number: This method is applicable to scenarios where the free filings have been used up. The purchasing account can purchase and bind a service identification number, and then give it to the filing account.

Authorize through the server

  1. On the Manage Instances Available for ICP Filing page, find the server, and then click Authorize Other Accounts For ICP Filing in the Operation column.

  2. Specify the Service Identification Numbers, Authorized Account ID, and Remarks (optional) parameters. After completing the SMS verification, click Generate and Authorize.

    • First-time authorization: Complete verification through verification codes, then click Generate and Authorize. In the secondary confirmation dialog box, click OK.

    • Non-first-time authorization: Directly click Generate and Authorize. In the secondary confirmation dialog box, click OK.

    • Note

      Authorized Account ID is the ID of the filing account. For information about how to view the account ID, see How do I view the ID of an Alibaba Cloud account?

Authorize through the service identification number

  1. On the Service Identification Number Management page, find the service identification number, and then click Authorize Other Accounts For ICP Filing in the Operation column.

  2. Specify the Service Identification Numbers, Authorized Account ID, and Remarks (optional) parameters. After completing the SMS verification, click Generate and Authorize.

Revoke the authorization

After the purchasing account authorizes the filing account to use its service identification number, if the identification number remains in the Available state, the filing account can revoke the authorization so that the purchasing account can reassign the identification number to another filing account. The steps are as follows:

  1. Use the filing account to go to the Service Identification Number Management page, find the service identification number and click Revoke Authorization in the Operation column.

  2. Click Yes.

What to do next

After obtaining the service identification number, use the filing account to log on to the Alibaba Cloud ICP Filing Management System, select the identification number in the Select Internet Information Services step of the ICP filing order.
