If a non-Chinese mainland enterprise needs to set up a website in the Chinese mainland and host the website on servers located in the Chinese mainland, the website must apply for Internet content provider (ICP) filing according to the requirements of the Ministry of Industry and Information Technology (MIIT). This topic provides you with the usage notes and filing requirements for ICP filing under this scenario.
Usage notes
ICP filing supports applications via PC (Alibaba Cloud ICP Filing System) and mobile (Alibaba Cloud app). Before applying for ICP filing, you need to be aware of the following filing instructions.
Both the Alibaba Cloud ICP Filing system and Alibaba Cloud app are only available in Chinese, with no English version. You must be able to read, write, and understand Chinese when applying for ICP filing.
Alibaba Cloud international site (alibabacloud.com) account holders can log on and file on the PC end, during which you need to download the Alibaba Cloud app to scan a QR code on the document upload page (no logon required for scanning; this operation is only applicable when uploading filing documents via the international site account on the PC end) and submit relevant materials. For easier management of filing information, we recommend that you register an Alibaba Cloud China site (aliyun.com) account for the filing application.
If special circumstances arise during enterprise ICP filing requiring facial recognition of the legal representative, you must follow the prompts to complete these steps.
Mobile ICP filing requires logon and operating with an Alibaba Cloud China site (aliyun.com) account, which does not support international site (alibabacloud.com) accounts. We recommend that you register a China site account and apply for ICP filing through the Alibaba Cloud app.
If the filing entity is a branch registered in the Chinese mainland, you can use the registration documents of the branch to submit an ICP filing application. If you have no registered branch in the Chinese mainland, you need to apply for a Registration Certificate of Permanent Representative Office of Foreign (Regional) Enterprises from the local Administration for Market Regulation as a business license to submit the ICP filing application.
NoteIf you have an office but no branch in the Chinese mainland, you can apply for the Registration Certificate of Permanent Representative Office of Foreign (Regional) Enterprises through your office for ICP filing purposes. Some provincial communication administrations allow offices to apply for ICP filing but do not permit commercial filings.
When submitting an ICP filing application in the ICP Filing Management System, ensure the selected province and city match the location on your enterprise registration documents.
Website ICP filing will review whether the website service, access location, and method comply with MIIT requirements. Before applying for ICP filing, it is advisable to check if all related information meets compliance standards. For more information, see Check the instance for ICP filing.
Requirements
As shown in the figure below, from the completion of website construction to being able to provide services externally, it mainly involves three aspects: server and access information, website information, and entity information. Detailed explanations for scenarios that require ICP filing and those that do not are as follows:
Websites hosted on servers located in the Chinese mainland need to apply for ICP filing; websites hosted on non-Chinese mainland servers do not require ICP filing.

Server and access information
Review whether your access location and method comply with MIIT requirements. Before applying for ICP filing, it is advisable to check if all related information meets compliance standards. For more information, see Check the instance for ICP filing.
Website information
Website information review includes checking if your website name is compliant, if the website content is safe and compliant, and if the responsible person of the website genuinely exists.
Entity information
Whether the filing entity is genuine and compliant is reviewed. If the filing entity is a branch registered in the Chinese mainland, you can use the registration documents of the branch to submit an ICP filing application. If you have no registered branch in the Chinese mainland, you need to apply for a Registration Certificate of Permanent Representative Office of Foreign (Regional) Enterprises from the local Administration for Market Regulation as a business license to submit the ICP filing application.
When using Alibaba Cloud CDN for acceleration within the Chinese mainland or globally, the accelerated domain names you configure must complete ICP filing. For more details, see Using Alibaba Cloud CDN. For more information, see Use Alibaba Cloud CDN.
When using Alibaba Cloud Elastic Compute Service (ECS) and Server Load Balancer (SLB) in the Chinese mainland, you need to complete service verification through ECS to finish ICP filing. After successful ICP filing, you need to set up domain name resolution pointing to the public IP address of the load balancer instance.
