If any enterprise registered outside Mainland China (hereinafter referred to as a foreign enterprise) wants to host a website on a server located in Mainland China, the foreign enterprise needs to apply for an Internet Content Provider (ICP) filing for the website. This topic describes the ICP filing requirements for a foreign enterprise.

ICP filing instructions

You can apply for an ICP filing in the Alibaba Cloud ICP Filing system by using a PC or the Alibaba Cloud mobile application. Preparations
  • The Alibaba Cloud ICP Filing system and the Alibaba Cloud mobile application only support the Chinese language. They do not support the English language. Make sure that you can read, write, and understand Chinese when you apply for an ICP filing.
  • You can use your Alibaba Cloud account that is registered on the Alibaba Cloud site to log on to the Alibaba Cloud ICP Filing system and apply for an ICP filing. However, you must use the Alibaba Cloud mobile application to upload documents. After you download and install the Alibaba Cloud mobile application, use it to scan the QR code on the upload documents page. You do not need to log on to the Alibaba Cloud mobile application to perform this step. We recommend that you register an Alibaba Cloud account on the Alibaba Cloud China site to apply for ICP filings and manage ICP information.
  • If the entity or website representative of the ICP filing is not a Mainland China resident, the website representative must pass facial recognition to verify the identity. Facial recognition is not required for the entity.
  • The Alibaba Cloud mobile application allows you to apply for an ICP filing for your website for the first time, or websites whose ICP filing is not registered through Alibaba Cloud. You must use an Alibaba Cloud account that is registered on the Alibaba Cloud site to log on to the mobile application to perform operations. You cannot use an Alibaba Cloud account that is registered on the Alibaba Cloud International site. We recommend that you register an Alibaba Cloud account on the Alibaba Cloud site to perform operations in the Alibaba Cloud ICP Filing system.
  • If a foreign enterprise has a branch registered in Mainland China, it can apply for an ICP filing by using the registration certificate of its branch. If a foreign enterprise does not have a branch registered in Mainland China, it must apply to the Administration for Industry and Commerce for a Registration Certificate of Resident Representative Office of Foreign Enterprise and use it as a business license to apply for an ICP filing.
    Note If a foreign enterprise does not have a branch registered in Mainland China but has an office established, it can apply for an ICP filing in the name of this office in certain regions of China. However, the foreign enterprise cannot apply for an ICP license in this way.
  • When a foreign enterprise submits an ICP filing application in the Alibaba Cloud ICP Filing system, the province or city where the application is submitted must be the same as that registered in the registration certificate of the foreign enterprise.
  • The Ministry of Industry and Information Technology (MIIT) checks whether the website services, instance location, and access method in your ICP filing information meet the requirements. Verify that your ICP filing information meets the requirements before you submit an ICP filing application. For more information, see Prepare and check the instance.

ICP filing requirements



Scenario:
  • Websites hosted on servers located in Mainland China require ICP filings, while websites hosted on servers outside Mainland China do not require ICP filings.
  • MIIT reviews the following information of a website:
    • Instance and access information:

      MIIT checks whether the website services, instance location, and access method in your ICP filing information meet the requirements. We recommend that you verify your ICP filing information before submitting an ICP filing application. For more information, see Prepare and check the instance.

    • Website information:

      MIIT checks whether the name and content of the website meet compliance requirements and whether the website administrator actually exists.

    • Entity information:

      MIIT checks whether the organization of your website actually exists and meets compliance requirements.If a foreign enterprise has a branch registered in Mainland China, it can apply for an ICP filing by using the registration certificate of its branch. If a foreign enterprise does not have a branch registered in Mainland China, it must apply to the Administration for Industry and Commerce for a Registration Certificate of Resident Representative Office of Foreign Enterprise and use it as a business license to apply for an ICP filing.

  • If you want to use Alibaba Cloud Content Delivery Network (CDN) to accelerate content delivery in Mainland China or global regions, you must apply for an ICP filing for the CDN domain name. For more information, see Use Alibaba Cloud CDN.
  • If you want to use Alibaba Cloud Elastic Compute Service (ECS) and Server Load Balancer (SLB) instances deployed in Mainland China, you must pass the ECS product verification. After the ICP filing is obtained, resolve the domain name to the public IP address of the SLB instance.
