According to the Administrative Measures for the ICP Filing of Non-commercial Internet Information Services, whether you need an ICP filing for your website or app depends on the region where your server is deployed. If you use a server in the Chinese mainland, you must complete the ICP filing through the server's access provider.
Usage notes
To complete an ICP filing with Alibaba Cloud, you must associate or purchase an Alibaba Cloud server that is deployed in a Chinese mainland region.

If your website or app uses Alibaba Cloud resources deployed in the Chinese mainland, Alibaba Cloud acts as your access provider and provides ICP filing services. If your cloud resources are deployed in regions outside the Chinese mainland, such as Hong Kong (China), an ICP filing is not required.

If you use servers from other vendors, such as on-premises data centers, Huawei, or Tencent, you must contact the corresponding vendor to complete the ICP filing.
Alibaba Cloud servers eligible for ICP filing
Only the cloud products (servers) in the following table are eligible for an ICP filing through Alibaba Cloud. Log on to the ICP Filing console to verify that the servers under your account meet the requirements. If you do not have an eligible server, use the Purchase link in the table to purchase one.

The products in the table above are the only ones eligible for an ICP filing through Alibaba Cloud. Products such as Server Load Balancer (SLB), Container Service for Kubernetes (ACK), and Container Service for Swarm (ACS) are not eligible cloud products and cannot be used to directly apply for an ICP filing service code. If you use SLB, you must provide the IP address of a backend ECS instance. If you use ACK or ACS, you must apply for a service code by using another eligible ECS instance under your account.

ICP filing servers and service codes
An ICP filing service code is a unique, randomly generated code provided by the Alibaba Cloud ICP Filing system. It is used to associate the server with the website or app included in the filing.
Obtain a service code
First, ensure that your server meets the requirements in the list of Alibaba Cloud servers eligible for ICP filing. If you do not have an eligible server or your current server does not meet the requirements, renew your subscription or purchase an eligible server.
