The state of a self-monitoring target, whether UP or DOWN, does not determine whether you are charged for metric monitoring.
Even if the self-monitoring target is in the DOWN state, data entries of metrics are still reported. This is because the collector reports valid data in metric samples until it encounters an invalid metric sample.
Check the value of the LastScrapeSeries column. If the column displays that metrics are generated, metric fees may occur. To check the metric volume, click Usage Statistics in the Prometheus console.
