Why am I unable to activate Cloud Governance Center?

How do I select a region?
When you activate Cloud Governance Center, the selected region is used only to deploy the landing zone. Information such as the deployment template and deployment records is stored based on the region that you selected. The resources that you want to manage in Cloud Governance Center, such as the resource directory, identities and permissions, and cloud resources, are not limited to the selected region. We recommend that you select the region where your business resides.
