Dear ApsaraVideo Live users,

The National Office Against Pornography and Illegal Publications, together with the Ministry of Industry and Information Technology (MIIT), the Ministry of Public Security, the Ministry of Culture and Tourism, the National Radio and Television Administration, and the Cyberspace Administration of China, issued the Notice on Efforts to Strengthen Management of Online Live Streaming Services. The Notice requires live streaming service providers to obtain Internet Content Provider (ICP) filings for their websites from communications administration bureaus. Before live streaming service providers can provide services related to specific fields, such as telecommunications, Internet news, online performance, and live streaming of audio and video programs, on their websites, they must obtain approvals from related authorities.

In response to the requirements of the Notice, Alibaba Cloud adjusts the review strategies for live domains from the following aspects:

  1. You must obtain ICP filings for the domain names that you add to ApsaraVideo Live for content delivery acceleration. If your domain name does not have an ICP filing, ApsaraVideo Live will stop providing services for the domain name.
  2. If you operate a website that provides services related to specific fields, such as telecommunications, Internet news, online performance, and live streaming of audio and video programs, you must obtain the required licenses from related authorities. For more information about the required licenses, see the "References for licenses" section.
  3. You must record the published content and related logs, and store them for a specific period of time to comply with the requirements of laws and regulations. If you do not have storage capacity and do not purchase storage services, Alibaba Cloud is entitled to stop providing services for you.

References for licenses:

  1. If you operate a website that provides services related to telecommunications, you must obtain a telecommunications business license. Consult the local communications administration bureau.
  2. If you operate a website that provides services related to Internet news, you must obtain an Internet news service license. Consult the local cyberspace administration bureau.
  3. If you operate a website that provides services related to online performance, you must obtain a network culture business license. Consult the cultural affairs department of the local government.
  4. If you operate a website that provides services related to live streaming of audio and video programs, you must obtain a license for broadcasting audio or video programs over networks. Consult the National Radio and Television Administration.
