Domain name information verification

The content of this announcement is based on the Notice of the Ministry of Industry and Information Technology on Regulating the Use of Domain Names by Internet Information Service Providers. In order to fully implement the Counterterrorism Law of the People’s Republic of China, Cybersecurity Law of the People’s Republic of China, Regulation on Internet Information Service of the People’s Republic of China, Measures for the Administration of Internet Domain Names, and other laws, regulations, and rules and to further regulate the use of domain names by Internet information service providers, domain names used for Internet information must be registered in compliance with the relevant laws and regulations starting on January 1, 2018. Specifically, the domain name registrant of an individual ICP Filing must be the individual in person, and the domain name registrant of an enterprise ICP Filing must be the enterprise (including shareholders), the primary enterprise owner, or a senior manager.

When your ICP Filing information is submitted to the competent communications administration for review, the domain name information is to be verified. If the domain name information verification fails, according to the requirements of the MIIT notification, Alibaba Cloud cannot provide ICP Filing services to you.

In addition, Alibaba Cloud regularly checks the status of the domain names used by Internet information service providers. If we find nonexistent domain names, expired domain names, domain names without owner information, and other such problems, we must stop providing ICP Filing services for such domain names in accordance with the requirements of the relevant telecommunication authorities.

To guarantee your website domain name ICP Filing can be processed smoothly, make sure your domain names have all the required information as soon as possible.

Domain name verification start time

As of 00:00 January 1, 2018, the relevant provincial/municipal authorities perform domain name verification for all submitted ICP Filing applications.

Domain name verification rules

You must comply with all of the following criteria to pass the domain name verification.

  • The top-level domain name has received national approval as a top-level domain name.

  • Registration management for the ICP Filing domain name must be performed by a nationally-approved domain name registrar.

    You can look up nationally-approved domain name registrars on the MIIT website: http://www.miit.gov.cn/n1146285/n1146352/n3054355/n3057709/n3057722/c4416816/content.html.

  • The domain name must be in its validity period. The time returned by a query of the domain name registrar determines the validity of the domain name registration.

    You can query domain name information using Alibaba Cloud WHOIS.

  • The domain name has passed the real-name registration.

    For information on real-name registration for Alibaba Cloud domain name users, see Domain name real-name registration and Domain name real-name registration FAQ.

    If you are not an Alibaba Cloud domain name user, consult your domain name service provider.

  • The ICP Filing subject information must be consistent with the domain name registrant (domain name holder) information.

    • Individual ICP Filing: The information of the ICP Filing subject must be consistent with the domain name registrant (domain name holder) information (name, document type, document number).

    • Non-individual ICP Filing: The information of the ICP Filing subject (the subject or the subject administrator) must be consistent with the domain name registrant (domain name holder) information (name, document type, document number). If the domain name registrant’s real-name registration information is inconsistent with the subject administrator information, you can provide relevant evidentiary materials for uploading to the ICP Filing system (only certain provinces/municipalities support this).

      Transfer an ICP Filing
      • Transferring an ICP Filing for a Website domain name, which has completed before January 1, 2018 requires no domain name verification.

      • Transferring an ICP Filing for a Website domain name, which has completed after January 1, 2018 requires domain name verification.

      Cancel an ICP Filing subject Domain name verification is not performed. After the ICP Filing is canceled, if you resubmit the website domain name for ICP Filing, it must undergo domain name verification.
      Cancel a website filing Website domain name verification is not performed. After the ICP Filing is canceled, if you resubmit the website domain name for ICP Filing, it must undergo domain name verification.
      Cancel an ICP Filing transfer Website domain name verification is not performed. After the ICP Filing transfer is canceled, if you want to transfer it again, the domain name must undergo verification.

Reasons for domain name verification failure

If a domain name does not pass the verification, it may be due to one or more of the following reasons:

  • The top-level domain name may not have received the approval from MIIT as a top-level domain name.
    Solution: Contact your domain name registrar to confirm the situation.

  • Your domain name registrar may not have received the approval from MIIT as a domain name registrar.
    Solution: Contact your domain name registrar to confirm the situation.

  • The validity period of your domain name has expired.
    Solution: Contact your domain name registrar to confirm the situation and renew your domain name.

  • You have not completed real-name registration for your domain name.
    Solution: Complete domain name real-name registration and make sure the real-name registration information is consistent with the information of the ICP Filing subject or the subject administrator. If you are an Alibaba Cloud domain name user, log on to the Alibaba Cloud domain name console to complete real-name registration.

  • You have completed real-name registration for your domain name, but it has not been reported and stored in MIIT. Domain name real-name registration information reporting and storage takes about 3 business days.
    Solution: Submit ICP Filing application 3 business days after you complete domain name real-name registration.

  • Your ICP Filing subject information is not consistent with the domain name real-name information.
    Solution: Change the domain name information or ICP Filing subject information. If you are an Alibaba Cloud domain name user, log on to the Alibaba Cloud domain name console to change the domain name information.
