Sign up for an Alibaba Cloud account on the international site and complete enterprise identity verification.

Activate Chat App Message Service.

Apply for a Viber Service ID through Manage Service IDs.
Billing
1. Monthly Fee
A flat fee of 197 USD per month applies, regardless of country or region.

If your total Message Fee exceeds the Monthly Fee, the Monthly Fee is waived and only the Message Fee is charged.

If your total Message Fee is less than the Monthly Fee, you are charged the full Monthly Fee.
For example:

If your Message Fee for the month is 100 USD, your bill is 197 USD.

If your Message Fee for the month is 200 USD, your bill is 200 USD.
2. Message Fee
Viber Message Fees vary by destination country or region, message type, and industry category (standard or special). For special categories, contact your account manager before applying to confirm the Monthly Fee and Message Fees for each message type in your target countries. 3. Chat App Service Fee
A Chat App Service Fee of 0.005 USD is charged per message or session, regardless of country or region.
For example, sending a marketing message to the Philippines at the standard rate costs 0.0046 USD (Viber Message Fee) + 0.005 USD (Chat App Service Fee) = 0.0096 USD per delivered message.
