Serverless RDS instances are provided by Alibaba Cloud for small- and medium-sized enterprises or individual developers. Serverless RDS instances are a new deployment model for RDS instances equipped with cloud disks, allowing you to scale CPU and memory resources in real time. Serverless RDS instances are available for commercial use from March 20, 2023.

Description
Serverless RDS instances are officially launched on March 20, 2023. You can create a serverless RDS instance in the ApsaraDB RDS console.
Serverless RDS instances are available in the China (Hong Kong) and Singapore regions.
You can create a serverless RDS instance that runs SQL Server 2016 SE, SQL Server 2017 SE, or SQL Server 2019 SE on RDS High-availability Edition.
If you use a RAM user to create a serverless RDS instance, the AliyunRDSFullAccess policy must be attached to the RAM user. For more information, see Use RAM for resource authorization.
Service level agreement (SLA) commitments are not applicable to your serverless RDS instance or to the availability and liability of any relevant services. Alibaba Cloud shall not be liable for the adverse impacts of your use of serverless RDS instances and relevant services.
Billing rules
The fee for a serverless RDS instance consists of the fees for RDS Capacity Units (RCUs) and fees for storage resources. The billable RCU size ranges from 2 to 8. The system separately issues bills for the RCUs and storage resources that are used by a serverless RDS instance on an hourly basis.
You are charged for the total storage capacity that you select when you create a serverless RDS instance even if your actual storage usage is less than or equal to the selected total storage capacity.
If your actual storage usage is greater than the selected total storage capacity of the serverless RDS instance, you can manually expand the storage capacity of the serverless RDS instance, and you are charged based on the actual usage. After the storage capacity of the instance is expanded, you cannot reduce the storage capacity. Billing examples
You purchased a serverless RDS instance that has a storage capacity of 200 GB and an RCU range of 2 to 8 in the Singapore region. Assume that during the course of a day, you experience a 1-hour peak in which 8 RCUs are consumed, while 2 RCUs are consumed per hour in the other 23 hours. The unit price of an RCU is USD 0.288 per RCU-hour, and the unit price of storage is USD 0.0008 per GB-hour. The fees for the serverless RDS instance in the day are calculated by using the following formulas:
RCU fees: (0.288 × 1 × 8)+(0.288 × 23 × 2) = USD 15.552
Storage resource fees = 0.0008 × 24 × 200 = USD 3.84
Serverless RDS instance fees = USD 15.552 + USD 3.84 = USD 19.392
