Regulations for Internet content provider (ICP) filing and the materials required to apply for an ICP filing vary based on the communications administration in each province, autonomous region, or municipality. This topic describes the ICP filing regulations of the communications administration in Jiangsu.
Enterprises or organizations
If the ICP filing entity is an enterprise or organization, you can understand the ICP filing regulations and prepare the required materials based on the following instructions:
Important regulations
If the entity leader of an ICP filing application is the legal representative of the enterprise or organization, the website administrator can be the legal representative or another responsible person. If the website administrator is not the legal representative, you must provide a letter of authorization for the website administrator. If the entity leader is not the legal representative, you must provide a letter of authorization from the legal representative, and the entity leader and website administrator must be the same person.
The Statement of Responsibility for the Authenticity of ICP Filing Information and Letter of Commitment on the Authenticity of ICP Filing Information must be provided. If you upload materials on an app, the system generates some information by default. This helps prevent your ICP filing application from being rejected due to invalid information entered. Download and upload the necessary materials as prompted.
NoteThe website administrator must print the Statement of Responsibility for the Authenticity of ICP Filing Information, handwrite the last paragraph on the two lines in the lower part, and then sign the statement. The statement does not need to be affixed with the seals of the entity.
After you download the Letter of Commitment on the Authenticity of ICP Filing Information, you need to only sign the name and date. The system generates the other information by default.
From June 1, 2021, the website administrator must record and upload a video of reading the Letter of Commitment on the Authenticity of ICP Filing Information in the following scenarios: applying for an ICP filing for the first time, applying for an ICP filing for a new website (the entity information is registered or not registered with Alibaba Cloud), adding Alibaba Cloud to the ICP filing information as a service provider, and modifying the ICP filing information (including the name and certificate number of the entity, entity leader information, and website administrator information). Take note of the rules described in the following table on the video to be uploaded.
ImportantDuring the preliminary review of the ICP filing application, Alibaba Cloud makes a phone call to notify you of the demand for electronic copies of the statement and the letter of commitment and the video. Make sure that the phone call can be answered.
From June 1, 2021, the statement, the letter of commitment, and the video must be supplemented if the ICP filing information has not been submitted to the Jiangsu Communications Administration. During the preliminary review, make sure that the phone calls from Alibaba Cloud are not missed because the reviewer will notify you if the preceding materials are required.

The video must be recorded in a well-lit environment. The website administrator must be properly dressed in appropriate attire. Accessories, such as sunglasses, hats, and masks, that cover the face are not allowed.
Video content
The website administrator needs to read or dictate the content in the Letter of Commitment on the Authenticity of ICP Filing Information.
Example: My name is James. I am applying for an ICP filing for my domain name example.com. I promise that the ICP filing information I provide is valid and authentic. I am responsible for the information authenticity. James. June 1, 2021.
NoteThe website administrator does not need to hold the printed letter of commitment in hand during video recording. If the website administrator wants to read the letter of commitment, the website administrator must make sure that the paper does not cover the face.
If multiple domain names are involved, the website administrator can refer to the following example to state the domain names and then record the printed letter of commitment after the website administrator reads or dictates the content in the letter of commitment.
Example: I am applying for ICP filings for all the domain names listed in this letter of commitment, such as example.com.
If an ICP filing is obtained for a website, the issued ICP number must be displayed on website pages and linked to the ICP filing management system of the Ministry of Industry and Information Technology (MIIT). The copyright of the website must belong to the enterprise or organization that applies for the ICP filing.
Enterprises and organizations can present a valid certificate such as a valid business license to apply for ICP filings.
- From 00:00:00 on January 1, 2018, the relevant authorities started to perform domain name verification for all submitted ICP filing applications.
- The domain name must be valid for no less than three months.
The name of the domain name registrant must be consistent with that of the enterprise or organization.
- If the entity wants to provide forum services on the website, a permit issued by the Cyberspace Administration of China is required to apply for an ICP filing for the website.
An entity leader or website administrator must be at least 18 years old to apply for an ICP filing.
Required materials
- An electronic color photo of the original valid certificate of the enterprise or organization, such as an electronic copy of the business license.
- An electronic color photo of the original valid identity document of the entity leader, such as an electronic copy of the ID card.
- An electronic color photo of the original valid identity document of the website administrator, such as an electronic copy of the ID card.
- If the certificate type is an ID card, make sure that it is valid for more than three months.
Website construction proposal: optional. If the number of domain name prefixes is greater than or equal to 30, you must provide a website construction proposal for each domain name.
The website administrator must perform facial recognition for identity verification.
Procedure for applying for an ICP filing
You must understand all the relevant information and make preparations for the ICP filing application. For more information, see Overview. After the preparations are complete, you can log on to the Alibaba Cloud ICP Filing system by using your on-premises machine, or you can log on to the Alibaba Cloud app by using your mobile phone to apply for an ICP filing.
Regulations for modifying ICP filing information
If you want to modify the entity information or website information after you have obtained an ICP filing number for your website, you can perform the operation based on the following regulations:
- Enterprise ICP filings cannot be changed to individual ICP filings.
- If your enterprise or organization name changes, and you need to modify the ICP filing information, take note of the following regulations:
- If the new enterprise or organization is not related to the original enterprise or organization, you must cancel the original ICP filing and apply for a new one. After you cancel your ICP filing, your website cannot be accessed. We recommend that you apply for a new ICP filing at the earliest opportunity.
- If the new enterprise or organization is related to the original enterprise or organization, you must provide a certificate of change issued by the administration of industry and commerce. During the information change period, the website for which you have obtained an ICP filing number is not affected and can be accessed.
Three types of certificates of changes are supported. If the ICP filing entity is an enterprise, you must apply for a certificate of change issued by the administration of industry and commerce. If the ICP filing entity is a public institution or government agency, you must provide an official letter issued by the senior department.
Regulations for adding Alibaba Cloud to the ICP filing information as a service provider
You may have obtained ICP filing numbers for the entity and domain name based on another service provider, but you want to change the service provider to Alibaba Cloud or add Alibaba Cloud as a new service provider. In this case, you can add Alibaba Cloud to the ICP information based on the following regulations:
The certificate number, entity leader information, domicile indicated in the identity documents, and mailing address must comply with the regulations of the local communications administration. Such information can be modified after Alibaba Cloud is added to the ICP filing information as a service provider.
The name of the enterprise or organization must be consistent with the original ICP filing information submitted to the MIIT. Otherwise, you must provide a certificate of change.
Individuals
If the ICP filing entity is an individual, you can understand the ICP filing regulations and prepare the required materials based on the following instructions:

The domicile indicated in your identity document must be in Jiangsu. Otherwise, you must upload an electronic copy of a temporary residence permit or permanent residence permit of Jiangsu. If the residence permit is not issued in the year when you apply for an ICP filing, an electronic copy of the verification certificate from public security bureaus must be provided.
The Statement of Responsibility for the Authenticity of ICP Filing Information and Letter of Commitment on the Authenticity of ICP Filing Information must be provided. - After the website is launched, the ICP filing number must be displayed in the lower part of the website pages. In addition, the ICP filing number must be linked to the ICP filing platform of the Ministry of Industry and Information Technology (MIIT).
- An enterprise or organization can apply for an ICP filing only after the legal representative of the enterprise or organization reaches 16 years old. A legal representative whose age is in the range of 16 to 18 years old must provide an employment certificate or income certificate.
- From 00:00:00 on January 1, 2018, the relevant authorities started to perform domain name verification for all submitted ICP filing applications.
- The domain name must be valid for no less than three months.
- The name of the registrant must be consistent with that of the ICP filing entity.
- If the entity wants to provide forum services on the website, a permit issued by the Cyberspace Administration of China is required to apply for an ICP filing for the website.
Required materials
Website construction proposal: optional. If the number of domain name prefixes is greater than or equal to 10, you must provide a website construction proposal for each domain name.
- An electronic copy of the original valid identity document of the individual, such as a color photo of the original ID card. If the certificate type is an ID card, make sure that it is valid for more than three months.
- An electronic copy of the residence permit, which is not required in all cases. If the identity documents are not issued by authorities in the local province, autonomous region, or municipality, you must upload a residence permit.
The website administrator must perform facial recognition for identity verification.
Procedure for applying for an ICP filing
You must understand all the relevant information and make preparations for the ICP filing application. For more information, see Overview. Regulations for modifying ICP filing information

The ICP filing of an individual cannot be changed to that of another individual. If an individual who has obtained an ICP filing is the legal representative of an enterprise or organization, the individual ICP filing can be changed to an ICP filing of the enterprise or organization.
Regulations for adding Alibaba Cloud to the ICP filing information as a service provider
You may have obtained ICP filing numbers for the entity and domain name based on another service provider, but you want to change the service provider to Alibaba Cloud or add Alibaba Cloud as a new service provider. In this case, you can add Alibaba Cloud to the ICP information based on the following regulations:
- The name of the ICP filing entity and the certificate number must be consistent with the original ICP filing information submitted to the MIIT. Otherwise, you must first modify the ICP filing information at the original service provider, or cancel the original ICP filing and apply for a new one.
- The mailing address must comply with the regulations of the local communications administration. Such information can be modified after Alibaba Cloud is added to the ICP filing information as a service provider.
If an ICP filing is obtained for a website, the issued ICP number must be displayed on website pages and linked to the ICP filing management system of the MIIT.
