To apply for an Internet Content Provider (ICP) filing for a website, you need to upload basic materials and auxiliary materials by using the Alibaba Cloud app. The basic materials include the certificates of the entity, website administrator, and organization. The basic materials must be uploaded, but the auxiliary materials can be uploaded selectively based on the scenario and Ministry of Industry and Information Technology (MIIT) regulations. This topic describes the scenarios and requirements for uploading various materials to help you prepare for applying for an ICP filing and obtain an ICP filing quickly.

Note Photos of the original certificates are required. In addition, when some of the real identity materials are uploaded, a face recognition operation is also required for authenticity verification. Make sure that the responsible person can complete the operation on the spot.

The entity of an ICP filing is an individual

If the ICP filing entity is an individual, you must provide the following basic materials and auxiliary materials based on actual conditions.
  • Basic materials: Prepare and upload photos or scanned color copies of the certificates of the individual.

  • Auxiliary materials: Based on the requirements of different provinces, autonomous regions, and municipalities, some auxiliary materials are required for an ICP filing registration because of a large number of websites or under other circumstances of ICP filing.

    Identity verification photo while you are holding your identity document During individual ICP filing registration, some provincial and municipal administrations require an uploaded photo of the website administrator holding the corresponding personal identity document. For example, an identity card or a registered permanent residence page.

    Website construction proposal required by Guangdong provincial administration The Guangdong provincial administration requires that you provide the website construction proposal in addition to the authenticity statement if the ICP filing entity has too many domain names.
    Temporary or permanent residence permit Some provincial administrations such as Fujian provincial administration, require that you submit a photo or scanned color copy of the temporary or permanent residence permit when the domicile registered on your identity card is inconsistent with the province where you submit the registration.

The entity of an ICP filing is an enterprise or organization

If the ICP filing entity is an enterprise or organization, you must provide the following basic materials and auxiliary materials based on actual conditions.
  • Basic materials: includes the certificate of the organization, certificate of the entity, and certificate of the website administrator.
    • Certificate of the organization

      The business license, the organization code certificate, and other identity documents.

    • Certificate of the entity

      In some provinces, the entity must be the legal representative. If the entity is the legal representative, provide the corresponding identity documents of the legal representative.

      By default, the information of the website administrator and the entity are the same. You must provide the certificate of the website administrator if the website administrator is not the entity administrator.

    Identity verification photo while the website administrator is holding the identity document of the organization During organizational ICP filing registration, some provincial and municipal administrations require an uploaded photo of the website administrator holding the corresponding identity document of the organization. For example, the business license or the organization code certificate.
    Domain name confirmation required by Beijing administration As a user in Beijing, you can use this template to list all domain names when you cannot provide all ICP filing domain names in the authenticity statement.
    Domain name registrant certificate Some provincial and municipal administrations require the domain name to be registered under the name of the organization. If the domain name is under an individual name, you must provide a certificate of the domain name registrant for ICP filing registration.
    Commitment letter required by Guangdong provincial administration As a user in Guangdong, if the website contains information about the financial industry, you must provide the ICP filing commitment letter for finance-related websites registered in Guangdong.
    Certificate of authorization Provincial administrations in Yunnan, Inner Mongolia, Heilongjiang, and Jiangxi require that public institutions and government agencies provide the certificate of authorization issued by the upper-level authorities when they apply for ICP filings.
    Certificate of change If the enterprise name is changed, you must provide a certificate of change from the Industrial and Commerce Department when you apply for an ICP filing.
    Website construction proposal required by Guangdong provincial administration The Guangdong provincial administration requires that you provide the website construction proposal in addition to the authenticity statement if the ICP filing entity has too many domain names.
    Temporary or permanent residence permit Some provincial administrations such as Fujian provincial administration, require that you submit a photo or scanned color copy of the temporary or permanent residence permit when the domicile registered on your identity card is inconsistent with the province where you submit the registration.
    Commercial statement Provincial administration in Sichuan requires that you provide the commercial statement of the organization when you apply for an ICP filing for your non-commercial website which only contains commercial information. You do not need to apply for a commercial ICP filing.

Upload requirements

  • If no separate upload button is provided for auxiliary materials, you need to use a drawing tool to splice the photos of the auxiliary materials and the certificate of the ICP filing entity into an image before uploading.
  • Ensure that the uploaded certificates are valid.
  • You can upload images in JPG, JPEG, PNG, or GIF format. The maximum size of each image is 4 MB.
    Note If an image fails to be uploaded but its format and size meet the requirements, you can clear the browser cache or use another browser such as Google Chrome to upload the image again.
  • Scanned color copies or photos of the original materials are supported.
  • To ensure that your ICP filing registration can be approved, you must upload clear, complete, and valid images.
