To apply for an Internet Content Provider (ICP) filing for a website domain name, you must upload basic materials and necessary auxiliary materials by using the Alibaba Cloud app. The basic materials include the identity documents of the entity leader and the website administrator, and the certificates of the organization. The auxiliary materials can be selectively uploaded based on the scenario and regulations of the corresponding authority. This topic describes the applicable scenarios and upload requirements for various materials during ICP filing application. We recommend that you prepare the required materials in advance for a quick ICP filing application.

Note
  • Based on the requirements for authenticity verification of the Ministry of Industry and Information Technology (MIIT), you must use the latest version of the Alibaba Cloud app to take photos of the identity documents and organization certificates required for ICP filing application and then upload the photos. Facial recognition must be simultaneously performed to verify the authenticity of some real-person data. You must not reproduce the photos of the identity documents or organization certificates that are stored on mobile phones or computers. Otherwise, your ICP filing application fails.
  • If the entity leader is in a remote place, ask the entity leader to complete the facial recognition for authenticity verification in this remote place. If the organization certificates are in a remote place, obtain the photos of the organization certificates and upload the photos.

ICP filing entity being an individual

If the ICP filing entity is an individual, you must provide the following basic materials and auxiliary materials based on actual conditions. Basic materials must be provided, whereas auxiliary materials can be provided as requested by the corresponding authority.
  • Basic materials: You must prepare the original ID card of the ICP filing entity, and take and upload photos of the ID card by using the Alibaba Cloud app.

  • Auxiliary materials: Based on the requirements of authorities in different provinces, autonomous regions, and municipalities, some auxiliary materials must be prepared in specific scenarios, such as a scenario where an ICP filing application involves a large number of websites.

    Photo of the website administrator holding the personal identity document If the ICP filing entity is an individual, some provincial and municipal authorities require that you upload a photo of the website administrator holding the personal identity document, such as the ID card or registered permanent residence page. For more information about the regulations of authorities in different provinces, autonomous regions, and municipalities, see ICP filing regulations of MIIT in different regions.
    Website construction proposal Some provincial authorities, such as the provincial authorities of Guangdong, Hunan, and Hubei, require that ICP filing entities that have more than a specified number of domain names provide a website construction proposal for each domain name.
    Temporary or permanent residence permit Some provincial authorities, such as the Fujian provincial authority, require that you submit a scanned copy or color photo of the temporary or permanent residence permit if the domicile registered on the ID card of the entity leader or website administrator is not located in the province where you submit the ICP filing application.

ICP filing entity being an enterprise or organization

If the ICP filing entity is an enterprise or organization, you must provide the following basic materials and auxiliary materials based on actual conditions. Basic materials must be provided, whereas auxiliary materials can be provided as requested by the corresponding authority.
  • Basic materials: You must prepare the original certificates of the organization, and the original identity documents of the major principal of the organization and the website administrator. You must take and upload photos of these certificates and identity documents by using the Alibaba Cloud app.
    • Certificates of an organization

      Certificates of an organization include the qualification documents of the organization, such as the business license.

    • Identity document of the major principal of the organization (the entity leader)
      Some provincial authorities require that the entity leader must be the legal representative. You must provide the corresponding material based on the identity type of the legal representative.       By default, the identity document of the website administrator is that of the entity leader. If the website administrator of an enterprise is not the entity leader, you must also prepare the identity document of the website administrator.

    Photo of the website administrator holding the required certificate of the organization If the ICP filing entity is an organization, some provincial and municipal authorities require that you upload a photo of the website administrator holding the required certificate of the organization, such as the business license.
    Certificate of the registrant Some provincial and municipal authorities require that a domain name must be under an organization. If the corresponding domain name is under an individual, you must provide a certificate of the registrant for the ICP filing application.
    Certificate issued by the State Commission Office for Public Sector Reform (SCOPSR) Provincial authorities of Yunnan, Nei Mongol, Heilongjiang, and Jiangxi require that public institutions and government agencies provide a certificate that is issued by the SCOPSR when they apply for an ICP filing.
    Certificate of change If the ICP filing entity is an enterprise and the enterprise name is changed, you must provide a certificate of change that is issued by the corresponding industry and commerce administration when you apply for an ICP filing.
    Website construction proposal The Guangdong provincial authority requires that you provide a website construction proposal if the number of domain names of the ICP filing entity exceeds the upper limit.
    Temporary or permanent residence permit Some provincial authorities, such as the Fujian provincial authority, require that you submit a scanned copy or color photo of the temporary or permanent residence permit if the domicile registered on the ID card of the entity leader or website administrator is not located in the province where you submit the ICP filing application.
    Business statement If the name, business scope, website name, or website remarks of an organization in Sichuan Province contain commerce-related terms, and such organization is not required to obtain an ICP commercial license as notified by the local authority, a business statement of the organization must be provided for ICP filing application.

Requirements for uploading materials

  • If no separate upload button is provided for some auxiliary materials, you must use a drawing tool to combine the photos of the auxiliary materials and the certificates of the ICP filing entity into one image and then upload the image.
  • The ratio of the photo for the front to the photo for the back of the entity leader's identity document must be 1:1. We recommend that you take the photos to be uploaded in the same background and light environment, and keep the camera lens and the identity document at almost the same distances and positions.
  • Make sure that the uploaded certificates are valid.
  • You can upload images in the JPG, JPEG, PNG, or GIF format. The size of each image must be larger than 200 KB and smaller than 4 MB.
    Note If you fail to upload an image even though the format and size meet the requirements, check whether you are using the latest version of the Alibaba Cloud app or change your network type, and upload the image again.
  • Upload scanned copies or color photos of these materials.
  • To make sure that your ICP filing application can be approved, you must upload clear, complete, and valid images.
