Based on the Administrative Measures for Internet Information Services and Measures for the Archival Administration of Non-commercial Internet Information Services, China mandates an Internet Content Provider (ICP) filing system for non-commercial Internet information services and an ICP licensing system for commercial Internet information services. Websites that have not obtained an official ICP filing or license are prohibited from providing Internet information services. Websites must obtain an ICP filing to provide services to mainland China. The Alibaba Cloud ICP Filing system allows you to apply for ICP filing, modify ICP filing information, cancel ICP filing, and claim ICP filing.

What happens if you do not have an ICP filing

The proceeding measures specify that you must obtain an ICP filing for websites whose domains are resolved to servers located in mainland China. Otherwise, the websites are not allowed to provide services.
  • You must obtain an ICP filing and directly resolve the domain name to an Alibaba Cloud instance deployed in mainland China. The Alibaba Cloud monitoring system will suspend your website if the preceding requirements are not met. You are prompted to obtain an ICP filing.
  • You must submit the ICP filing information from another service provider to Alibaba Cloud and resolve the domain name to an Alibaba Cloud instance deployed in mainland China. The Alibaba Cloud monitoring system will suspend your website if the preceding requirements are not met. You are prompted to submit the ICP filing information to Alibaba Cloud.

Overview of the Alibaba Cloud ICP Filing system

The following figure shows how to build a website that can provide services properly. To build a website you must specify the instance, service provider, website information, and entity information. The information must be ICP filed and verified to ensure the authenticity and security of your website. You can access the Alibaba Cloud ICP Filing system from a PC or a mobile app. The Alibaba Cloud ICP Filing system allows you to apply for ICP filing, modify ICP filing registration information, cancel ICP filing, and claim ICP filing.
  • Apply for an ICP filing

    If you need to apply for an ICP filing for a website, you can purchase an Alibaba Cloud instance deployed in mainland China and log on to the Alibaba Cloud ICP Filing system from a PC or the Alibaba Cloud app.

  • Modify ICP filing information and cancel an ICP filing
    • Modify ICP filing information

      Modify ICP filing information: After you have obtained an ICP filing, if you need to modify the ICP filing information such as the entity or website information, you can submit a modification request from the Alibaba Cloud ICP Filing system.

    • Cancel an ICP filing

      After you have obtained an ICP filing, you can log on to the Alibaba Cloud ICP Filing system from a PC or the Alibaba Cloud app to remove Alibaba Cloud as a service provider or cancel an ICP filing. The procedure on the Alibaba Cloud app is the same as that on the PC.

      • Remove Alibaba Cloud as a service provider: By removing Alibaba Cloud as a service provider from the ICP filing information, you disassociate the ICP filing information from Alibaba Cloud. We recommend that you add a new service provider to the ICP filing information before you remove Alibaba Cloud as a service provider.
        Note If you remove the current service provider before you add a new one, the ICP filing of your website may become invalid. Therefore, you must add a new service provider at your earliest convenience.
      • Cancel an ICP filing: If the website is no longer used, you can cancel your Alibaba Cloud ICP filing by deleting the website or entity information.
  • Other services

    Import or claim ICP filing information: Determine whether your filing information needs to be imported or claimed to the Alibaba Cloud ICP filing system. For more information, see ICP filing documentationDetermine whether to import or claim the ICP filing information.

Considerations

When you apply for an ICP filing using the Alibaba Cloud ICP Filing system, pay attention to the following limits, requirements, and regulations:
  • Limits

    There are some limits when you apply for an ICP filing using the Alibaba Cloud ICP Filing system. For example, you can only apply for an ICP filing for a domain name instead of an IP address of the website.

  • Requirements for domain names and instances

    Before you apply for an ICP filing, you must check the domain name and the web hosting server of your website to make sure that they meet the ICP filing requirements. For more information about the requirements, see Prepare and check the website domain nameand Prepare and check the instance.

  • Regulations

    The Ministry of Industry and Information Technology (MIIT) has regulations on the content and format of the ICP filing information, modification rules of the filing information, and transfer rules of the service provider. The regulations vary among provinces, autonomous regions, and municipalities. We recommend that you read and understand the ICP filing documentationMIIT ICP regulations before you apply for an ICP filing. You can prepare the required materials based on these regulations of the specified province, autonomous region, and municipality.
