I have a music APP in USA, and now want to better service Chinese users

   I have a music APP in USA, and now want to better service Chinese users. obviously , my company can't gain the ICP license or Filing, so we will host our server like in Hongkong. but to have better user experience, can we use the CDN service in China without ICP filing? if can , how to do? or can't not? how can i have a replaced solution to better service our chinese users.
