Do you require a domain name link for the Alibaba Cloud Server CDN to download? If yes, you will need to apply for ICP Filing. Foreign companies need to apply for Foreign (regional) enterprises resident representative registration certificate before filing. There are no alternatives. There is no need for on-site filing, all steps can be completed online, so it is not necessary for a Chinese National to be present.

How to apply the ICP service number to an Intl portal that is using a pay as you go ?

In order to apply for ICP from Alibaba Cloud, you need to purchase a subscription ECS ,  pay as you go instance can not apply for ICP.

Finally i got to the right place to ask about ICP, i have been asking different people and they all gave me different answers.

Here is my situation:
I have a mobile application on IOS and Android, this app is called "What are you doing ?" it is basically a social app that list what other users are doing it can be sport/job/hangout/ meeting/..

We are now working on remigrating the server to China through ALiyun.

My question is @Walter  Do i have to register for an ICP to be able to put my mobile app on the market ?

I read that only website need to register for ICP and no mobile app.

after read the post.  i still has no idea how to apply for the ICP for Non-chinese,   anyone/company can help apply ICP for  Non-chinese?

 ICP Filing is for websites. Mobile applications usually do not need to apply for ICP Licenses.  If your application relates to a domain name (such as downloading from a website or e-commerce, or you use a domain which domain name is run by host in China Mainland in your app that doesn’t pertain to a website directly) it will be necessary to apply for an ICP License for it.

see,   there is no any provided help for FOREIGN individual web hosting to get ICP,    even i request to move oout of china.   Aliyun just simply ignore the request.  i wondering is Aliyun open this ICP page is REALLY for help customer.   the fee for hosting is very small, under USD$100,  but so far it make me feel like: A tarp,  i didn't know that ICP requirement before i apply for web hosting,  and when i know, there is no any proper help for it.  Simply just like a trap.  Aliyun got the money, but customer get NO service at all.
