Is performance actually unaffected if hosting content on Hong Kong servers?

I'm looking to host a site based in Hong Kong for potential Chinese clients/users. I went down the rabbit hole researching ICP filings for the domain however I came across the pinned post for ICP support saying: An alternative solution (where no ICP Filing/License is required) is to host your site from our HK region. This will give you usable speeds for both users in Canada and China.


Just wondering if I can confidently host my static site on OSS on an aliyun hk server and expect my videos to stream decently to Chinese users.
