In HK reigon, I can't see any product in marketplace, I am looking for Fortinet FortiGate (PAYG) NGFW (HA Supported).

If so, please use the button "Choose Your Plan" and that will automatically take you to the ECS instance purchase page. Once on the ECS Purchase page, you can then change your region accordingly. I have tried that, and it works just fine--lets me create an ECS resource in the Hong Kong region using the marketplace (Custom) image for my ECS.
