Cannot assign elastic ip to ECS instance!!!

I have used terrform to create my own VPC and ECS, and manually created an EIP in the same region,
but I cannot find the instance via EIP binding process.

Does EIP not work for custom VPC and only for the default one?

There is no restriction for custom VPC, an ECS which do not have public IP should popup for binding.

Stop the ECS instance before assigning the EIP, otherwise it will not.

1) Elastic IP can be assigned when instance is running, no need to stop the instance to assign Elastic IP.
2) An instance which don't have public IP assigned will be shown when you click "Bind" on Elastic IP, but make sure region is "same" for Elastic IP and ECS.
3) You can not assign Elastic IP to an ECS which is created in different region.

more addition:
1. If your ECS does not have public IP, the instance be able to assigned EIP
2. If your VPC  ECS has a public IP, it can't be assigned EIP, you should convert public IP to EIP
