【Product Change】New Regulations for Registering SMS SenderID in Spain

Affected time

2026-09-15 Change

Change and Impact

Spain's National Markets and Competition Commission (CNMC) has introduced a mandatory Alias Registry (Registro de Alias) under Order TDF/149/2025. All companies — both Spanish and international — that send SMS or RCS messages to Spanish phone numbers using alphanumeric Sender IDs must pre-register those aliases in the CNMC Alias Registry.

From 15 September 2026, Spanish mobile operators are legally required to block any SMS/MMS/RCS message using an alias(SenderID) not listed in the registry, and such traffic will not be delivered. Purely numeric Sender IDs are not affected by this regulation.

Action required

Registration method: You are required to use your own digital certificate to log in to the CNMC Alias Registry Portal and submit the necessary materials to register your aliases. At the final step, when selecting your messaging Provider(s), please ensure that all companies recommended by Alibaba Cloud are selected as your messaging providers to ensure reliable delivery. Any delivery failures resulting from a failure to select all recommended providers shall be borne by you.
