This improves Job and model iteration Efficiency.

Applicable customers: All customers. New Feature/Specification: Compared with directly cloning Jobs, you can consolidate Best Practices into Job templates to retain and reuse standard flows for Teams to quickly access and manage in a unified manner. Support locking template configurations, such as variable control for hyperparameter tuning experiments. This ensures that Jobs created from templates have a consistent base environment. Users can focus on adjusting the parameters they follow, avoiding introducing variables that interfere with experiments.
