Defending security is our duty and right now, we are facing unprecedented challenges to fight against the coronavirus disease 2019 (COVID-19) outbreak. We are leveraging our professional abilities in the field of cybersecurity to help China contain COVID-19. To this end, Alibaba Cloud's Security Team has taken the necessary steps not only to ensure business continuity but also to ensure services related to COVID-19 prevention and control are fully operational.
On February 2, the city of Haikou launched a face mask reservation function through the city's civil service app. Haikou residents can make reservations from 09:00 every day, resulting in massive access traffic to the app during the reservation period. Alibaba Cloud Identity as a Service (IDaaS) is deployed at the user mid-end of Haikou's City Brain project. The civil service app experienced a fifty-fold increase in access traffic during the face mask reservation period. The surge of all the metrics taxed the maximum capacity of the hardware and environment configuration. The Alibaba Cloud IDaaS team conducted urgent service scale-up on the first day of the reservation function was available. To mitigate the impact on user experience, we postponed the scale-up time from 22:00 to 24:00 on that day. All our teams worked hard to complete scale-up, restart, and testing in just half an hour, and they restored IDaaS the same night at 00:30, allowing 1.2 million Haikou residents to perform authentication when making reservations for face masks.
Starting on February 2, Zhengzhou city requires all persons who travel to Zhengzhou by road, air, or railway to have their body temperature measured and fill in the Health Registration Form. Filling in paper form may lead to inaccurate and delayed information, and poses an infection risk. To avoid these problems, Alibaba Cloud Security Team developed and launched the online registration form filling capability for Zhengzhou city in just 6 hours. This capability streamlines IDaaS by using Alipay to automatically reference citizens' basic identity information after they scan a QR code in Alipay. Then, residents can supplement other information such as their travel to or from Zhengzhou and health information. This improves the accuracy of information and enables rapid reporting of travel information to the Center for Disease Control (CDC) of Zhengzhou's digital epidemic prevention system to facilitate epidemic control. IDaaS will provide real-name registration for 8 million Zhengzhou residents.

On January 30, a number of fever outpatient websites in Hubei province were suspected of suffering distributed denial of service (DDoS) attacks. After learning about the situation, Alibaba Cloud provided free DDoS protection for 13 key fever outpatient websites in Hubei to ensure the normal operation of the websites.
Alibaba Cloud Security Team is committed to protecting all the websites, apps, and other infrastructures for epidemic prevention and control, by providing free protection services against website attacks, webpage defacement, website information leakage, and large-volume DDoS attacks for a certain period of time. By fully dedicating ourselves to the task of ensuring security, we will definitely win the fight against this epidemic.
Many enterprises have implemented telecommuting since February 3. Alibaba Cloud is providing Service Provider Gateway (SPG) free of charge for three months to ensure a good telecommuting experience and data security. SPG can be used to build VPN channels to replace traditional VPNs. When employees work from home, they can access enterprise office automation (OA) systems and other internal web applications without downloading a VPN client. SPG has been connected to DingTalk. Enterprises can contact the Alibaba Cloud IDaaS team to schedule SPG activation. This ensures data security and makes telecommuting convenient, allowing thousands of employees to work from home.
Face masks were in short supply during the COVID-19 outbreak. To prevent the limited supplies from falling into the hands of scalpers and fraudsters, Alibaba Cloud Security Team provided a fraud detection service with a free usage quota for all governments, enterprises, and institutions that were engaged in public welfare business for epidemic prevention and control. Such business includes the reservation of materials such as face masks and a material pickup lottery. This ensures that supplies are delivered to people in need.
During the COVID-19 outbreak, Alibaba Cloud provides their real-person authentication service with a free usage quota for driving schools, police affairs, legal affairs, government affairs, live streaming, and other fields. When handling business online, users must pass real-person authentication to ensure that operations are performed by the right person. This avoids cross infection due to personal contact.
Alibaba Cloud provides free services for applying and installing Secure Sockets Layer (SSL) certificates to assist with many telecommuting users. From February 5 to February 29, users who have purchased Alibaba Cloud OV and EV certificates were provided with free services of certificate application, installation, and configuration. This ensures the security of data transmission on customers' websites and apps, ensures the security of accounts and passwords in e-commerce and online payment services, and prevents third parties from stealing accounts and passwords.
Alibaba Cloud provides a free Managed Security Service remotely for enterprises who cannot perform onsite O&M during the COVID-19 outbreak. Alibaba Cloud's security experts help enterprises perform security O&M tasks such as security assessment, alert analysis, and emergency response. This allows enterprises to easily protect their networks and focus on their businesses during the epidemic. Alibaba Cloud promises that no enterprises that access these services during the epidemic will be charged.
Alibaba Cloud Security provides online and offline security protection consulting services free of charge for national medical institutions and government agencies in Hubei and Zhejiang provinces. These services include but are not limited to boundary protection policy consultation, data security protection consultation, Web attack protection consultation, and other consulting services to ensure the overall cybersecurity of these organizations.
